I thought that Rome wasn't capping because all the ships upped his perceived power ranking, but even after I sank them, he wouldn't cap. So I erased him. Silly Roman.

The term "Ceasar's Navy" springs to mind.
 
To be fair, he could build a canal with two forts (one of which probably already exists on the uranium.)

I was thinking that as well, but can you build forts on regular snow provinces?

Additionally, as a side question, if I had capped Rome without taking the city (and destroying the navy), would there have been any way for me as the master to build forts in Rome's lands so the navy could break-out? I've encountered similar situations before where there are large, useful navies stuck in inland seas that could sneak through a canal.
 
When colonizing the new world on a Terra map, there were still many goody huts available to me. One of them gave me a warrior to complement my armies of cavalry and infantry.

I ended up upgrading him to infantry for something like 350 gold. :rolleyes:
