It seems like you have no tile that will yield more than 3 food. I think that's a glitch because capitals are supposed to be generated with at least 1 "food resource" in them - that is, a tile that will give 4 food or more - but some food resources won't do that on certain terrains, like your plains cow and plains hill sheep.2 strange things about this river... not exactly hilarious, just strange.
