That’s what I find OP - it’s just far too easy to make up combat differences. I genuinely think we have a new competitor for best early game domination Civ on our hands, here.
Scouts should count for this ability, and they are going to be a great and cheap way to pad that bonus on the go.

Also, Gaesetae are going to be barb spearmen slaying machines since those will trigger their bonus. 20 +10 vs AC +10 vs stronger unit +5 Discipline = 45:c5strength: Barbhammer
 
The culture = 20% of unit cost is bonkers. With his massive production + mines + Encampment you can just spam units that don't require resources and overpower every AI with culture.

Where are you getting the massive production and mines if you're just spamming units? Surely you'll need some builders and industrial zones to get that massive production. That's fewer units to spam.

Besides, we're talking 20% of 40 (Warrior), 35 (Slinger), or 30 (Scout). So that's 6-8 culture for each unit. That's not game breaking.

What is gamebreaking is +1 culture from every mine you own. That's going to add up quick.
 
sooo... which victory condition does he fit best? Science? kinda like Australia with that production?

Any victory, it's a flexible Civ. Usually there are a lot of hills near mountains, so you'll get some strong Campus and Holy Site adjacency from the get go. They have strong production, decent culture, strong combat bonuses. They got everything.

You can also only claim 3 tiles from the city center, IE only tiles you could buy. So no daisy chaining mines to create the "gallic highway" across a continent.
 
I'm guessing a Hills start bias, or just mined resources.

i think you're overstating this a little... While I do agree that they can and will be used effectively in the very early game, that doesn't make them a dom civ at all in my eyes. As soon as swordsmen are around, and then later on, the difference will become less and less determining...

one thing though. You will not want to go out with single units or low army numbers... this civ will force you, if you want to go aggro, to move as a real army, with support and everything. I love it !
 
Much more interesting than byzantium in my opinion. Has his bonuses, downsides and/or refreshing variations. Two defensive districts can deal with those high spawning barb camps much better, so you can more focus on builders to get mines and districts done.
The combat bonus can be huge for a well placed ranged unit, of course. However I think it's hard to maximize this effect on the offensive, as terrain and the enemies forces will force you in positions you in less ideal positions. Still: +4 or +6 can be managed most of the time and that's just enough to neutralize high difficulty AI combat-bonus if I'm not mistaken.

I'd go for an efficient forward-settle strategy to annoy some neighbors until they declare war on me. Turtle-IZ-camping myself to 'victory', maybe take 1-3 cities in return and then work my way to a culture or science victory. Some sort of thing...
 
Districts take time to build, while mines are available in an early tech and it can be built instantly. It's easier to get a district adjacent to two mines early than set up a district triangle.

Yes, much like the Maya Observatory's farm and plantation adjacency bonuses. It's quick and easy to set them up.
 
What do we recon the agenda is? Industrialist? Hates Civs with more claimed tiles? His agenda *should* be "hates stronger civs that attack weaker civs, likes weaker civs that are aggressive towards stronger civs" but i'm not counting my blessings here.
 
Ironically, Trajan is going to like sprawling Gaul.
