[GEM 1.052] Circus Maximus doesn't work

(With CivUP 0.34)

After I built my circus maximus after completing enough colosseums, my net happiness didn't change (other than +1 from the tradition policy). Instead, the happiness tooltip showed '-5 Global Building Happiness' - it seems that it's deducting the happiness after adding it.

Couple of other minor things:
The early 'scout stories' opportunity to upgrade scouts to levies doesn't work - you pay the 100 upgrade cost, but the scout remains a scout.
Probably just a tooltip bug: The tradition opener states that each surplus happiness should give 2 culture, but it only gives 1.

Levies aren't enabled yet, that's the armies section.
Tradition opener doesn't give surplus happiness into culture at 2/1. (I changed it in my own version to do so however).

Change to 200 instead of 100 in tradition.xml file.

Can I just add, that it's not just Circus Maximus that does this, I've managed to get it down to -39

Edit - Thinking about it, would this be the amount of extra happines we have but cannot use because there isn't enough population? Should national wonders and wonders be limited by the 'cannot create more happiness than pop' mechanic?
 
Not sure how that adds up. -39 would be putting you at 87 happiness. +39 would be at 165. It seems to be adding +16 :c5happy: somewhere in there.

What global happiness buildings do you have besides Circus Max? (would be another +11 to look for, probably wonders)

I have most wonders, including Notre Dame, Hanging Gardens and Forbidden Palace.

What I mean is, that with each extra pop, it reduces the negative amount by 1, until it reaches zero, then each extra pop will reduce the actual happiness. So effectively my cities could grown an extra 39 times before I start to reduce my actual happiness.
 
Sounds like a combination of the following
a) a display error. Clearly some happiness is being added somewhere in there because it doesn't add up correctly.
b) global happiness bonuses not functioning properly versus local. It should be adding to happiness regardless and it is only local bonuses that should not be applying without more growth.

Forbidden Palace would be adding 5, HG +3, Notre Dame +10. So that's +18, +5 for Circus Max. Etc. Not sure how that all adds up but I'm sure the 39 figure would be accurate eventually. What interests or confuses me is how it adds only +16.
