The AI for evaluating a player suggested trade and the one creating a counter proposal from the AI use completely different code (though the shared evaluation of resource values), so it's still possible that those lead to different accepted deals from the AI. I found one obvious inconsistency in the code for counter proposals that I removed, but in case the two still diverge it's non-trivial to fix.
