Delete the current turn and redownload the newest turn from the tracker

I have not seen anything other than my own message, although i might not have gotten anything. I think you need to specifically click the messages to see them?
tdy99 - I've had that problem happen to me before. Eclipse is right - delete the "... to Eclipse" turn in your save folder, then load up your own turn again, do it, and let it save again and it should work.

In game chat is good but the game doesn't alert the 'to' person that there is a chat there. Best to send a diplo message saying 'check the chat'.
Also, be careful that you don't chat to all with private messages ...
[tab]'hey - want to go and kill ABC?'

Actually - I was thinking of the in-game trade screen. It does auto pop up and alert the other party that you are talking to them.
