The Chancellor offered this statement at the opening of the Congress of (cough) Frankfurt :
"We are disheartened by the British attitude towards the iberian peninsula. We did not save your country from French imperialist aggression so that we might set up another Empire in its place. We are skeptical about the so called "protectorate" and will not see the lives of Prussian war heroes used by the British to buy them a European empire. Having said this, Britain are our allies and it seems reasonable that there influence in this area is expanded somewhat.
Prussia itself has no desire to make great gains at the expense of the French people who have suffered, like the rest of Europe, under Napoleon's tyranny. Prussia merely seeks the intergration of the largely Germanic areas captured during the campaign into the Prussian Republic. The people of Prussia bled for these cities and were welcomed as liberators, they have no wish to surrender them. It is important also for British security that the trading ports of the Netherlands remain in friendly hands.
Prussia would also be grateful if France were to share its superior knowledge and technology with out people as it is time for greater co operation in Europe in order to ensure our peaceful future. It may also be necessary for some form of financial reparations to be made, however Prussia recognises that war has placed a burden upon us all, and that it may not be beneficial for either state for such a payment to be enforced. Let us have peace, and move onwards towards a glorious future for the people of Europe."

Probably one of the most skilful manipulators of foreign policy and diplomacy ever, he was Minister for Foreign Affairs under the Directory, Napoleon and the Bourbons. He was only too willing to plot against Napoleon as well when he saw that it was in French, or his own, interests.
In fact, I probably should have said him instead of Davout when i put "secret meetings" or something similar in an earlier post.

Prussia remains suspicious of Austria's intentions, noting the limited role its much vaunted army played in Britain and Prussia's war against France. Chancellor von Hardenberg called on the brother-republic of Russia to help cool the heated situation in Europe by declaring a cease fire with the French provisional government, until a new administration can be formed in France.

Britain is bewildered as to the new attitude of the Austrian government. We beleive that by all standards our demands are very reasonable. Our cities are poor, numerous government property was sold to private interests to fuel the war effort, our army is minimal and needs to be bolstered in case of a re-newed offensive by the French. It seems as though Austria is quite content with allowing France to re-establish itself. Giving them Rome will simply speed up the process.

We feel Britain's defensive ground army has never been greater in numbers than ever before the last great conflict between France and Britain. Damages incurred had been discussed successfully in the period between the conflicts.
The last war did not see a single British finger being lifted in the process (and if so sorry, it was hard to notice it from Vienna
). Glorious Prussian volunteer regiments and French legions bled to death around the British question in turn. Conquests were made and cities were lost.
Austria said from the very begining of the siege of Rome that it would merely be taken as a temporary measure- and so it was made so. Besides, Austria conquered and dealt with its conquest as it saw fit- giving it back would have only been possible if the high command would have initially had the intend of keeping the city. Since that was never the case the choice was merely to "un-occupy" the vincinity.
Britain should not have any claims beyond its last peace treaties with France ! Arguably Britain may claim the loss of a Ship of the Line to be compensated for...

Of course Britain did not do anything. We did not have the capability. You do not understand just how weak our position was and is. My army during the last battle was 2 cavalry regiments and 1 ship of the line. I did not have the time, money or production to build an army.
And why should we not have any claims? We carried this war, it is obvious that if we had failed prior to Germanic intervention that France would have re-grouped and struck out towards you. I didn't want to belittle your British role in the conflict, merely suggest that you stick with the deal reached in the previous peace treaty- and top up repayment according to your losses in this recent conflict, mylord.

Prussia cordially points out to the British government that the losses for which they now claim compensation were incurred after repeated Prussian assertions through diplomatic channels of the necessity of a peace agreement with France. The repeated refusal of these suggestions forced Prussia to intervene militarily in the Anglo-French conflict, suffering heavy losses but ensuring British security. Whilst Britain is removed from the shadow of French aggression it still remains in no place to dictate terms to the other European powers. Prussia suggests that Britain be granted compensation to the tune of 275g for the loss of the ship of the line.

The new French government wishes to give the British people compensation for the slaughter in Plymouth. However, France is also bankrupt because of Napoleons conduct. France is willing to offer the British government 500g in compensation paid over 10 month (50g each round). I know it doesnt even come close to compensate for the loss of British civilians, but I wish to underline that our effort is sincere and true. We hope the British Empire will accept this offer, and pray that peace can again re-established between our great countries.
We wish to enquire if Prussia is willing to surrender the city of Strasbourg and Liege back to France. The people of Strasbourg and Liege should surely be considered French. The cities of Antwerp and Amsterdam on the other hand is and should be part of Prussia. If Prussia does not agree, France will not pursue the matter further, but we hope you understand our position.
The French government wishes to enquire Austrias future plans for the Italian city of Florence. Would it be of interest to the Austrian government to exchange the control of Florence with the French city of Milan?
