Great People activating twice (Not a Bug)

Just activated Gustav Eiffel in Taijuan, got a reduction in turns remaining for Bolshoi, but Eiffel is still there to use again. (I believe this happened previously in the game, as well.)

Gustave Eiffel has two charges (can be used twice). Each Great Person will show the number of charges they have (in the same place the number of charges appears for Builders, Apostles, etc.). You can also double check in the Civilopedia.
