Guess the City: Thread Two

Another clue (this has something in it that should narrow it down a lot).

I'm going to assume that this place speaks English; although I do not know if other languages use the word "taxi". The cars park on the right side of the road. It's around Christmas, and the people seem to be wearing heavy clothing, although it does not seem to be too cold. The brick makes this place presumably west of the Mississippi. The construction tower means that the city is still growing (not Rust Belt), but the architecture makes me conclude that this place has been around for a while. I'm not sure if the "A" in the lights refers to the city itself, but either way, I'm guessing Atlanta. Although I imagined it as being flatter.
 
Taxi is pretty much the same in every language, but the real clue where you can tell it is anglophone is the P for Parking sign.

Is it Winnipeg?
 
That "A" looks a helluva lot like the Atlanta Braves symbol. However, seeing as that someone already posted that, I guess something else: Portland

:mischief: What other place speaks a language where parking starts with "P", is first-world, and is cold during the winter? It could be Auckland, but like I said, people are wearing coats.
