The church in the background is a Coptic church. The river is the Nile (the luxury boat could've been a clue there). The big red building is the Luxor Museum.

It doesn't even look European to me... the whole. The building has European influences for sure.
More like colonised Arab. Maybe Northern Africa or Middle East (I mean Syria, Iraq, Palestine & Jordan)
