No, Quezon City is. Manila is the largest metro area and Quezon is considered part of the Manila metro. Which doesn't quite make sense.

Yeah. And I recently found out that while Delhi is the second largest city in India, and New Delhi places at 187th eek, Delhi is part of the New Delhi metro. Also works with how Baltimore is in the DC metro, even though Baltimore is slightly larger.

My guess is it's a continuous scale with red something like "most recent" and purple is "oldest/earliest".
