It is the middle blue so 1920, not 1910. Here are the countries with two colors. I have no idea what this map is about.
Iran 20, 90
Syria 10, 40
Estonia 10, 80
Seychelles 20, 90
Edit: Oh, and can we have a rule in these threads that whoever has the first post on a new page has to repost the map there? This would be very convenient and is quickly done.
