Guess the Map V: A Map is Worth a Thousand Words

The absence of data from so many countries indicates that it's probably not something universal like demographic change, resources, gdp, etc. I think Keli's on to something with the international agreements.

Some treaty of which the 'States and the USSR were founding members, with other countries signing on later? I'm tempted to say some sort of 'Nuclear Weapons Treaty,' but it doesn't seem to fit.
 
No one. But you are right with your thinking about the superfluous gray.

Hint: Each colour represent one decade when something happened for first time for that country. It goes from '60 to '00. If its gray, it hasn't happened (yet).

So, it's some sort of treaty I guess. It has to be something related to the Communist side of the world, see Syria, which for a long long time until now is/was staunchly Socialistic. It is also an outsider in International Law...

Some sort of Banking Treaty? Chemical Weapons? Something on Israel?

Absolutely no, many of them are countries without nuclear arms.

Let me see, there are many countries such as Canada, United States, Spain, Russia, Latvia, Japan, Kazakhstan, Uzbekistan, Czech, Belarus and Azerbaijan are incompletely coloured.
Perhaps, independence and promotion of current government/democracy? Seems wrong...

Blue countries (the earliest?)
United States, Russia (W), Kazakhstan, Ukraine (W)

Light Blue countries
Democratic Germany, Poland, Czech, Slovakia (W), Bulgaria, Uzbekistan


Green countries
Canada, Mexico, Cuba, France, Netherlands, Federal Germany, Romania, Syria, Saudi Arabia, Afganistan, India, Mongolia, Vietnam


Yellow countries

And sorry for the delay and not updating the map (The reason for not coloring Alaska is my own stupidity) But power adapter for my laptop break down and I can't do that on Kindle.

But what is the sequence of colours? Is Blue = earlier? Paint Colours are not that clear that's why I always include a scale...
