So, the values are numerical in nature- ranging from that ugly shade of browny-ish red as lowest and blue is highest (Maybe I should have stated that at the beginning, oh well)

If brownish-red is the lowest, does that mean North Korea is something with no data, or it's some alternate category (neither high nor low) all together?
 
Grey is no data.

But there is no grey, and he said that brownish-red is lowest. North Korea isn't really brown-red. It's just brown.

Edit: Actually, maybe, pilots or pilot's licenses per capita? Seems weird for Zimbabwe, Ethiopia, Kenya, and a few others, but the rest it kind of makes sense. There is a rough correlation with countries with large air forces per capita and with lots of islands. Not exact, but somewhat. Maybe single engine planes?

Oh you mean Western Sahara? I suppose that is grey. I missed that, but that might very well be because it's political status is completely up in the air.

Switzerland has 7, France 1. They are both in the same category...

I'd quickly though names of countries (republic, federation, etc. ...) but it doesn't look like that either. Can we get it confirmed that it's something political?

North Korea does indeed have a category all to itself, and it's not a "no data" kind of cop out it's just significantly lower than anywhere else in the world. I guess it is just brown, now you mention it.

It's nothing technical like that, either - it's all it the political sphere

I'm glad Bosnia actually has three presidents, I was worried I might have misinterpreted the data. It's still not the right answer though.

Switzerland is more a council of seven, rather than seven presidents, as I understand it (apologies to the Swiss if I am wrong)

And Madagascar's President has only been in power for 5 or so years. Nice idea, though. A lot of countries looked like they matched up.

edit: Nah, that is bogus, I should have looked at the map first, instead of the page #2 posts :) I suppose average length of rule could work?
