The issue of letting the highly educated come first is a bad idea for 2 reasons. The poor are the ones who would be coming here in numbers anyway and if the educated leave it will only exacerbate the problem in Mexico giving them the Braindrain effect.
Two problems with what you say...1. I dont think you can say that opposition to immigration from Mexico has much to do with Racism. Id say it may have something to do with cultural protectionism or something...but not racism. Here is my reason for thinking that. Ethnically German immigrants to Germany from the USSR have been facing much of the same opposition to Mexicans in the USA, except all of those German immigrants are all legal so the opposition has even less logic too it. This opposition cant be because of race. It is probably because the people coming in are poorer, that seems to be the type of immigration that gets opposed. Dont get too hyped up with your cries of racism...if rich educated people started moving here in Droves there would be no uproar because...rich people bring money with them and raise property values and tend not to get involved in crime...etc.
2. As for starting to allow educated immigrants preference over even family of current immigrants, that is just the reality of how the world is going to be. Everything will go to educated people. I am sorry the rest of the world really mainly accepts educated immigrants or refugees, so why should you expect the USA to be any different? I see that change being part of any immigration reform laws that come regardless of who the next president is. It is a reality of the current world situation, and the demand for education.
