Is it Eraserhead?

9 out of 10 films which aren't Edward Scissor Hands turn out eventually to be Eraserhead.
 
I have watched 1000's of movies through the years, many of them multiple times. I can watch a movie today and in two years time I can enjoy it again as almost new. I have a bad memory of unimportant things.

But your description of the start of the movie is very familiar...

I only get 2 names ringing in my disoriented brain: Stephen King and Dean R Koontz, both could start a story like this. I haven't read either author in years and a look at their books didn't make any breakthrough.

So just for a start, what writers can we include or dismiss? Of course, it could be some unknown Hollywood writer, but your description feels like I should know more.

Can you tell us how many dogs were in the movie? We might be able to seriously narrow it down then.

But seriously, it seems like nobody knows. You're sure you didn't dream this, right?

I watched Scanners, and Scanners 2. I may have seen this (to me) unmemorable movie. David Hewlett went on to more famous shows, including Stargate and Stargate Atlantis. I have been watching Dark Matter, and did not realize "that is where I remember him from".
 
^His guess was "guinea pig", so unless it was code for "replace G(ui) for N(ea) in PiG, then i don't see how he suggested it :p

Anyway, the movie may be bad (saw half of it and it is nothing special), but it did create expectations to me from that opening scene :) Btw, it is on youtube, so you can watch it if you want to.
