ICNES II: A New Order

silver knew it was coming. Intelligence reports and something else already told him so it wasn't much of a surprise.

Did Beijing get sacked this turn :(.... And i hate it when Mod say something's fun to write about, it's usually at our expense :p ;)

I will not say anything!

So far I've finished most of the map, the China Campaign, another Military campaign and the Domestic Events. I have the Spotlight and India to do, then finished the map and finally do the stats.

Good I will have my orders finished before you are done. I personally promise great bloodshed and atrocities.

No problem. Update tomorrow guys.

Icamancin, can you come onto AIM please very quickly.

I can't. I reinstalled my computer and I don't have AIM back yet. Send whatever you need to send through PM.

Grr, Maybe you should start enforcing when orders are due. I really like this NES. And waitign for an update so long it irratating.

From Japan
To the Axis and Austria

We would like veto power, but Japan does not need such a thing. If it is granted, good, if not, *shrug*

However, if it is given to Austria, then it should be given to Japan. Fairness is essential to keeping this alliance together

ooc could you add tha stuff into my orders?

Update 3 - 1767

Domestic Events:

A Revived Empire

Britain continues reforms which propel her back into a powerful Imperial positions. She has purchased English lands ceded to Spain after the Six years War which has been a major morale booster (+1 Confidence) and has continued her war against the Maratha Confederacy which seems to looming in it’s last days (see military events). King George the III has also announced the emancipation of the Jews and has also begun investing into capitalists with goals of new industrial equipment. This has yet to bear any fruit. Britain has also begun modernizing her towns which has led to some domestic growth (+1 Infrastructure). Britain has also reached a high level of academics and many speculate that next year will bring around some new changes.

Holy Empires

The Holy Roman Empire of the Second Reich, formerly the Habsburg Empire of Austria has been having strife with another Holy Empire, that of the Holy Empire of Portugal. Tensions have been raising between the two nations (-1 Confidence each) but those were resolved, at least for a while. The Holy Roman Empire of the Second Reich has acquired the Swedish lands of Pomerania in the Treaty of Danzig for only a few funds and some military training. Empress Theresa and may Knights applaud the treaty while the citizens couldn’t care less. The Empress has also done some other expansion (see military events)

The Holy Empire of Portugal has begun some ambitious reforms and expansion. The Portuguese have claimed the Braganza Islands* for the Empire. In addition to that, the Portuguese have begun massive expansion program all over Africa including creating a new colony directly North of the Dutch South Africa and one on New Guinea in the Pacific. These programs are beginning to strike a toll on the Portuguese (-3 Divisions) but hat did not stop them. The most daring move of the Empire this year was the destruction of the Kingdom of Merina. The loose state was barely even one; more of a coalition of tribes than anything else. Needless to say it was overkill as 150 000 Portuguese soldiers and many ships overran the Island. There are a few resistors in the jungles but they dare not venture out in fear of the White conquerors (-3 Portuguese Divisions, -Kingdom of Merina as an independent faction). There has also been an attempted coup due to the Empress’ abolition of slavery (-1 Confidence). The Empress is fine but no arrests have been made yet. This is just one of the reforms that have been enacted that are no overwhelmingly popular.

Expansion, Expansion

The Russians have undertaken a new program of expansion. If citizens can make land profitable, they can have it. Many Russian citizens have been moving to Central Asia, Siberia and Alaska, boosting population rates in those areas creating many settlements (+3 Cities). The Tsaritsa has also introduce reforms favouring minorities that despite making her popular (+1 Confidence) have increased a rift of sorts in the nation (-Culture). Trade is booming in Archangel’sk which has become the primary trade center of the Russias.

Turkey on the Rise

The Turks, after completing the project to refound their glory, have begun a series of military reforms. The Janissary Corps are now back in service and the training levels and size of the Turkish military have greatly increased. They have already shown their worth on the battlefield…(see military events)

Military Events

Struggle in the East

The war in the Far East continues without much success on either side. First the Chinese attempted to erect a vast wall of fortifications to keep the Russians out (in fact, using parts of the Great Wall). This was hampered is the most Eastern areas of the forts in the Gobi Desert; freezing temperatures and the lack of water and other essential supplies led to the death and desertion of a small number of soldiers (-1 Normal Chinese Division). The Russians, instead of striking directly at the forts, urged the Evenks to continue rebellion and they proceeded to get smashed by a large Chinese attack force. They quickly advanced up the Amur River. The Russians and Evenkis quickly terminated a group of Qing supporters up the River and began to move down it- and collided with the Chinese. The Russians, who outnumbered, out-trained and out-equipped their foes, quickly won the battle and stalled the Chinese. Soon, it was the Russians who were on the run as Chinese reinforcements in the form of Ma Bing cavalry quickly assaulted the Russians from the flanks. The Russians quickly retreated Northwards (just miles South of the Amur River) and managed to fend off another Ma Bing cavalry attack, mainly because Russian Cossacks crossed the Amur River in the South, hurting Ma Bing reinforcements. The Russians were ultimately the losers of this battle, albeit with a lower amount of casualties (+3 Russian Militia Divisions (Evenki), -2 Russian Militia Divisions, -5 Russian Divsions, -1 Imperial Cossack Division, -3 Normal Chinese Divisions, -7 Ma Bing Divisions, -5 Chinese Militia Divisions)

The Qing Emperor quickly made a decision of separation. He promised the Koreans independence, the Mongolians independence and the Tibetans (if they chose) independence. These statements had a pro-Chinese effect. In Korea, support of the Japanese quickly crumbled and the militia being recruited stopped. Many spoke of rebellion but that was never attempted as they did not have enough strength. In Mongolia, the state wasn’t even created as a majority of it was under Russian occupation (actually all major cities were under Russian occupation). The Mongols under the Russians weren’t aware of the declaration. When Mongol tribesmen from the Chinese held lands ased the Russians about their state, they merely laughed. As well, the Turks, who were informed of the Mongolian independence took up arms for the Russians (+5 Russian Militia Divisions) behind due to their exclusion from independence. Tibet also chose independence further cause more problems on the battlefield. These declarations did help the Chinese cause, particularly in Korea. It only seemed to slow things down in Mongolia. (+Kingdom of Tibet as an independent faction)

The Russians continued the Winter campaign with a two-pronged attack on the cities of Przheval’sk and Namangan. Although officially in the new state of Mongolia, the population was decidedly Turkish and supported the Russians (+1 Russian Militia Division) who quickly terminated the cities irregular garrisons (-3 Chinese Militia Divisions). The cities weren’t informed of their independence anyway so it wouldn’t have mattered. Quickly the Russians stepped up the offensive by moving towards the cities of Korla, Qarkilik and Jiuquan. Korla was on the outskirts of the Mongolian state and fell in a brief battle with Chinese irregulars (-1 Chinese Militia Division). What was to come next was slaughter. Some 100 000 Russians pushed down through Mongolia to try and reach their other objectives. The Mongolians allowed them through, mainly because they had no functioning military. The Mongolians let the Russians through to the great Wall manned by thousands upon thousands of Chinese regulars. The ensueing battle was a disaster for the Russians as the Chinese, who had the higher ground, rained hell and firepower on the invading Russians. Cannon, musket, arrow and knives were all flung at the Russians who desparatly fire upward in vein, attempting to hit their targets. The Russians were force to retreat back to Korla with 80% casualties. It was a disaster for a gain only so small. (-8 Russian Divisions, -2 Chinese Divisions)

The final movement of the Winter Campaign in the East was a brief one, and one that was only a small gain. As the Chinese waited for an attack to come from Korea the Russians quickly invaded the Island of Sakhalin, using their newly created Pacific Fleet. Sailing from Petropavlovsk, the Russians quickly disembarked a large force of 200 000 onto the remote Island. They were met with only a small amount of resistance which crumbled in hours (-1 Chinese Militia Division). In Korea, the Japanese attempted to fortify the region but efforts were deafeated under the pounding barrage of Chinese artillery. Japan moved even more soldiers to the area, quelling any attempts at Korean and prepared herself to hold back any invasion force. The very last move was the invasion of Outer Manchuria by Russo-Evenki forces. The Russo-Evenkis ran straight into a large Chinese force bent on protecting he region. Much like the Battle of the Amur River the Chinese were outnumbered, out-trained and out-equipped by their Russian enemies. The Chinese remnants retreated and linked up with the beaten force from the Amur River. Together they marched back to the Russians and managed to hold them half-way through Outer Manchuria (-5 Chinese Divisions, -2 Russian Militia Divisions, -3 Russian Divisions)

With the Winter campaign at a close, the Spring campaign was to begin. The Chinese quickly moved their Economical centers away from the coast in fear of Japanese raiders (-Tsingtao as an Economical Center, +Zhengzou as an Economical center, -Fujian as an Economical center, +Zhanyiang as an Economical center) and the Conscripts finish whatever training they had and reached the front (+40 Chinese Conscript Divisions). The Russians also began a campaign of getting volunteers (+3 Russian Militia Divisions) in the captured lands. It only reaches minor success. As well, the Chinese has effectively fortified their coastline, protecting them from Japanese raids.

The Spring Campaign was a small one. The Russians seemingly halted all their offensives and began to consolidate their holdings. A smaller line of forts was erected opposite the Great Wall to hinder any attack from there and forts were built in the East to prevent a loss of their gained territory. The only engagement this year was at Sea. The Chinese were moving their newly created small-ship fleet to the Outer Manchurian Amur River to hinder Russian supplies. They ran smack dab into a Japanese fleet moving to raid the Chinese coast. The Navy, recently trained by Spain (+1 Naval Training), clashed in an hours long sea battle with the Chinese. The Japanese, despite being better trained, lost the battle due to the sheer amount of Chinese ships. The Chinese, however were unable to raid the Russian supply ships. The Battle of Cheju Island (Sea) was a failure for both sides (-2 Japanese Squadrons, -5 Chinese Squadrons)

With Summer came a new campaign. The Russians expected a Chinese counter-attack into their holdings… which never came. The Chinese were going to get something they didn’t expect. It was Russian, it was large and it was seaborne.

The Russians had slipped their Pacific Fleet and some three hundred thousand troops to Japan and had hidden in the Ryukyus for the Summer. The Russians quickly disembarked at Taiwan and soon the ninety thousand Cossacks had control of the Island, fighting off only scattered remnants of Chinese militia (-4 Chinese Militia Dvisions, -1 Cossack Divisions) The Chinese Navy attempted to counter-attack but was beaten off (-2 Chinese Squadrons, -2 Russian Squadrons). The Russians then attempted to land at the former Economical Center of Fujian. The Russians were beaten of the coastline by Chinese trenches and forts and the Russian fleet took heavy damage from Chinese Coastal batteries (-4 Russian Divisions, -1 Chinese Division, -2 Russian Squadrons). The final naval attack was a direct attack on the Chinese Navy. Some five Russian squadrons located a small Chinese fleet and in the ensuing battle eradicated them without losing any of their own (-3 Chinese Squadrons).

Autumn was plainly uneventful. The Russian Pacific Fleet maintained their presence on the Chinese coast, attempting to destroy their infrastructure. This campaign was a failure as constant fire from Chinese coastal batteries only led to the destruction of Russian ships (-1 Russian Squadron). 1767 was a harsh year in the East, for all sides involved (-Russian, Chinese, Japanese Confidence)

Islamic Civil War

The two greatest Islamic powers, Persia and the Ottoman Empire, now face each other in a showdown. The opening move came when 15 Janissary Corps pushed over the Persian border in an attempt to capture Persia’s Economical Centers for the Turks. The Janissary Corps massacred the Persian resistance until offensive ground to a halt when the reached the Caspian Sea. The Janissaries moved Northward towards the Persians caught between them and the Transcaucausian kingdoms. The Corps were repulsed as supplies began to dwindle ever so low. Persia raids were successful as the Turks had little to defend against them with as supplies never came. (-4 Janissary Corps, -7 Persian Divisions)

The second offensive drove into Central Persia. 8 Divisions bore a whole through the Central regions until being halted in the countryside due to lack of supplies. The offensive was a success but it could have acheved much more if they would have been supplied (-3 Turkish Divisions, -4 Persian Divisions)

Russia now entered the fray. The Caspian fleet sailed down with some 12 Divisions of Cossacks and Regulars. The Persian fleet hastily scrambled to fight it but was defeated outside Tehran (-4 Persian squadrons). The Russians landed outside the city, linking up with Turkish soldiers. Instead of reinforcing the Turks against the Persians up near Tabriz, the 10 divisions were ordered around Tehran instead to defend the city. The Cossacks landed in the Persian lands acquired last year in her expansion campaign. There was still a considerable force there and the fighting was tough. The Cossacks did prevail and slowly advanced into the Persian mainland (–2 Persian Divisions, -1 Cossack Divisions)

The Turkish drive to Shiraz was an absolute failure. While most of the Persian Army was fighting the Turks in Northern and Central Persia, a small group of scouts informed the General of the Persians in Central Persia of the Turkish advance to Shiraz. Quickly the Persians swung down and in a bloody battle managed to hold the Turks from reaching Shiraz. The Persians, aided by various militia (+3 Militia Divisions) push the Turks back a few miles before halting. The Turk’s main blunder in the South was supplies, the Turkish drive towards Shiraz could have succeeded if proper Logistics had been paid for. The Persians won the Battle of Shiraz because of the lack of munitions and food on the Turkish side. Persia has held out against the first wave of attackers but will she be so successful next year? (-6 Persian Divisions, -2 Persian Militia Divisions, -6 Turkish Divisions)

Clashing of Empires (see spotlight)

Trouble in India

The war in India brutally continues. The British and Rajputanans have made offensive after offensive against the crumbling Confederacy and much headway has been made. The Maratha Confederacy itself is down to the very central parts of India and hoping is being drowned out underneath a hail of musket balls. The Confederacy is expecting itself to die next year. Mysore has also entered the fray, making a light offensive against the British in the Carnatic region that was formerly under French control. Casualties were high but they did manage to reach the Sea (-5 Maratha Divisions, -3 Rajputanan Divisions, -3 British Divisions, -2 Mysorean Divisions)

German Civil War continues

While the tiny Duchies were annexed by the Palatinate of the Rhine and the Kingdom of Saxony, Austria (or officially the Holy Roman Empire of the Second Reich (Habsburg)) was making her own plans. As the small, small duchies were captured, the Imperials look onward to a larger goal.

Prussia had been weakened by the Six Year’s War, but not completely defeated. Although she lost much of her territory to Russia, Austria, Sweden and Saxony, she still maintained a mediocre influence. The Imperials were intent on destroying this influence. The First Imperial Army quickly crossed the border of Southern Prussia, while the Fourth Army crossed the Eastern Prussian border. The First Army was over three times the size of the Fourth Army and in days they had reached Berlin. Ignoring orders to wait for the Fourth Army, The First Army plunged into the city. A bulk of the Prussian Army (12 Divisions) was stationed in Berlin, in charge of the defense of the city. The fighting was fierce and even though the Prussians were outnumbered even more than two-to-one they fought to the death. The fighting lasted for a week before the defenders inside surrendered. The remainder of the Prussian Army (which was fighting the Fourth Army in the East) collapsed and soon the Empress Theresa was now the Queen of Prussia. King Ferdinand had vanished and the residence of the House of Hohenzerhollen was empty. A victory indeed but not an end to the fighting (-3 Imperial Knight Divisions, -3 Very Good Imperial Divisions, -1 Professional Imperial Division, -Kingdom of Prussia as an independent faction)

The First Army did not stop there though. Quickly they push North into the Duchy of Mecklenburg which was annexed without much of a shot. The only real resistance was the peasants in the countryside (-1 Very Good Imperial Division). The entire Duchy was overrun (-Duchy of Mecklenburg as an independent faction) but the Landgrave had fled, by ship, to Norway therefore evading capture by the Imperials (-1 Confidence). Nevertheless it was an Imperial victory and the minor factions from the former German League had all been annexed save for the Netherlands and Switzerland. No fighting occurred to them, however, because the Palatinate and Saxony were busy with something else… (see spotlight)

Random Events

The various ethnic groups of the Holy Roman Empire seem a bit restless (-1 Culture). The recent annexations have also begun to take a toll on the Empire (+1 Size)

Russian conscription reaches some success (+15 Conscript Divisions)

The Netherlands attempts to conscript in order to defend herself from her aggressive neighbours, but only a few are raised due to her small population (+3 Conscript Divisions). Switzerland draws into her massive reserve pool (+15 Militia Divisions) and prepares herself for the worst.

Border conflicts become extremely violent between Sennar and Abyssinia (-2 Abyssinian Divisions, -1 Sennarese Division)

The former Ottoman forts in the Balkans now under Holy Roman authority fall apart due to lack of use and maintainence (-Balkan Forts).

Spotlight

Clashing of Empires

Tensions were rising between Spain and France for a while now. In fact, they had begun and rose higher and higher during the Six Year’s War, in which they were allies. Oddly enough the tensions rose so high they decided enough was enough and it was time to settle the scores. The odd part is, they did at exactly the same time.

The opening events of this war were French mobilization. The French had (through military intelligence and secret negotiations) found that the British, Spanish, Palatinate and Saxony were to invade her. France began a massive campaign of mobilization, building massive coastal and inland defenses and raising a huge army (+45 Good Divisions, +25 Garde Imperiale, +5 Squadrons, -1 Economy). The training standard of training was only barely maintained. The French now prepared themselves for war, but it was the Spanish who would make the first move.

After raising the military a considerable size (+25 Divisions, +20 squadrons) (although suffering some training losses due to the sheer size of the Army, -1 Training) the Spanish then made the first move of the campaign. The declaration of war came on February 18th and immediately Spanish forces moved into French Algeria- exactly the same time as a slightly smaller French force was about to launch a sneak attack on Spanish Morocco. The Spanish attacked with 26 Divisions and blockaded the Oran and Algiers with 21 Squadrons. The blockade was the only thing successful. The French attacked the Spanish with 10 Divisions along with several divisions of Berber mercenaries. As you can already guess, the ensuing battle was hell. The French, better trained and led, went toe-to-toe with the Spanish who outnumbered then. More experienced French troops, using very good tactics, managed to maximize the death toll amongst the Spanish. The French however, were the losers of the battle and were forced to retreat. The French led the Spanish, who followed while being harried by Berber guerrillas, into a large town South-West of Oran. The Spanish were led right into the trap. They did manage to capture half of the city but were soon bogged down by the French. The Spanish spent the rest of the year struggling to capture that city but to no avail. The French cleverly orchestrated what could have been a disaster into a victory as the Spanish only made minor gains in the colony. The French were constantly supplied and received support from the Berbers who were promised religious tolerance, end of the Christianization and local autonomy. The Berbers were key to the French success (+10 French Militia divisions, -14 Spanish divisions, -6 Very Good French Divisions, -7 French Militia Divisions)

The French soon got their revenge. The Spanish, who were fortifying the Pyrenees, had problems to deal with on their own side of the border. Basque and Catalan uprisings were small (+2 French Militia Divisions) but did what they were supposed to: distract the Spanish. The forts were constructed but they were not enough to keep out the French. Two concentrated French assaults came. The first came through Navarre, the most defended of the Spanish areas. 14 Spanish Divisions defended the weakest spot of the Pyrenees but it was not enough as 25 French Divisions, supported by the heaviest artillery and Basque rebels, surged through. The fighting was bloody but soon the Spanish were forced to retreat into Navarre after a gruelling battle which cost almost half of the total force. A high toll was also taken on the French. The Spanish hunkered down in the cities of Navarre waiting for the French to strike. When they came, they came hard, shocking the decimated Spanish troops. The Basques quickly took opportunity to rebel and the Spanish were squashed between the two forces. Shocked, the Spaniards retreated to the coast. At sea there was strangely no activity. The Spanish were in for another surprise, this time in the South… (-4 French Very Good Divisions, -6 French Good Divisions, -1 French Militia Division, -2 Garde Imperiale Divisions, -9 Spanish Divisions)

The French immediately blockaded Barcelona and began a high-powered barrage. Orders to the Spanish Admiral blockading Oran forced that blockade to end to order to relieve Barcelona. The Spanish quickly moved North and a titanic battle erupted North of the Canary Islands. The French, better and trained and more numerous fought the Spanish fleet into submission. Amid the battle on the high seas, the French launched another attack on the land, this time through the region of Catalonia. This region was defended less than the Navarre area which made the French invasion a lot easier. Catalan revolts, a pounding artillery drive and a larger force of more experienced troops led to a French breakthrough with less casualties than at Navarre. The Spanish steadily retreated to Barcelona where they fought a high pitched battle against the invading Frenchmen. The Spanish were defeated and forced to retreat further South where they were critically defeated on the Ebro River. Basque and Catalan rebels quickly took the Spanish pocket, which was undefended, in between the two French assaults. A devastating blow to the Spanish Crown indeed, but the war was not over yet (-4 Very Good French Divisions, -4 Good French Divisions, -1 Garde Imperiale Division, -8 French Squadrons, -11 Spanish Squadrons, -9 Spanish Divisions).

Spain was on the initiative in the Americas. A large group of French Militia was ordered into the English territories of the Spanish Colonial Empire. These territories were sold to the British New Englanders. The French Militia opened fire on a Spanish Division sent there to oversee the transition of authority. The Spanish were overwhelmed by the size of the militia. The Spanish were defeated (-1 Spanish Division) but soon British Regulars arrived and fought the French Militia until they were defeated with the surviving militia locked in British prisons (-13 French Militia Divisions). The British, who were neutral in the war, claimed the French invasion of their territory was intentional, immediately demanded that Paris apologize for the mishap. The French, who thought the British would be fighting them, were dumbfounded. They quickly patched things up with London and moved the Garde Imperiale assigned to the Northern Coast to the Palatinate border preparing for a German invasion… which was also never to come. The blunder in America and in the Northern French defense led many to question the competence of the French hierarchy (-1 Confidence).

The Spanish were not playing a game. Soon a large amount of Spanish regulars crossed into French Louisiana with their eyes set on New Orleans. With only French militia to oppose them, they had little to worry about. Or did they? The French militia, levied all over (+20 French Militia Divisions) were putting up an astonishingly good fight against the Spanish. But soon the Spaniards were at the gates of New Orleans. The French militia fought the Spanish to a stand-still, using defenses erected months previous, and managed to keep New Orleans French, for the time being. The Spanish made many gains in the Gulf but were ultimately unsuccessful at New Orleans (-5 Spanish Divisions, -11 French Militia Divisions)

The Spanish weren’t finished though. Quickly the Spanish moved in on Haiti capturing the French colony, despite the fortification of Port-au-Prince. The Spanish were only marginally successful in the Antilles, capturing one Island but being unable to capture the other due to high powered coastal defenses. The American theatre was no doubt a victory for the Spanish (-3 Spanish Divisions, -1 Spanish Squadron, -2 French Militia Divisoins)

At home, the situation was much different. The French have successfully completed the Rape of Piedmont which included the slaughter, rape, looting and pillaging o the Piedmontese. Vengeance for the assassination of the Prince de Couranne was fulfilled as the Piedmontese suffered the worst genocide known to man (-1 Culture). The French continued their campaign in Spain for a drive to Madrid. They were beaten however after the Battle of Bilbao North of Madrid by a rallied Spanish force and lots of militia (+25 Militia Divisions). In the South, the French pushed down to Valencia, capturing the city after a brief battle with Spanish regulars. The French were halted from advancing after the Navy had to return to Corsica for re-supply and Valencia came under attack from the Spanish fleet. The Battle of Bilbao in the North successfully halted the French from budging there. It seemed the campaign had halted for the year. It had halted for the year (-13 Spanish Militia Divisions, -3 Spanish Divisions, -3 Garde Imperiale Divisions, -5 Very Good French Divisions, -1 French Militia Division, -7 Good French Divisions)**.

*OTL Falkland Islands and South Georgia
** Combined casualties of the Battle of Bilbao and the naval bombardment of Valencia. The French have only five divisions left at Bilbao, plus Basque militias. In the South they have ten Divisions.

Nice Update

The map doesn't get any closer in after copied and pasted into paint.

I am so confused as to what is going on. I need to speak with some people to figure out what is going to happen...

great update ice!!!

time to plot my moves in the coming turn :coffee:

I'll make things clearer.

France and Spain started maulling each other.
Austria took over Prussia and Mecklenburg.
The French thought you were going to attack them, but you didn't. They didn't send orders to attack you so your counter-attacks didn't happen.
Minor gains are made by the Russians in China.
Tibet is made.
The map is screwed up because i can't get it to dsplay properly and it is more nanoying that I am hungry.

well atleast i can get a okay view of the map, its better than nothing

woohoo! 666 number of satan

Well I know that is happening, but a bunch of other stuff was also suppose to take place that did not happen.

Hmmm can i ask how the russians managed to even sail in the winter, considering how that area is full of ice and hence the russians desperate attempt to get a WARM water port? Their whole winter campaign and the subsequent naval campaigns should not have even been possible

Most of the Winter campaign was in the Western regions, near Turkestan which is normally HOT HOT HOT. Plus the Russians are used to fighting in cold temperatures. And the Russians sailed to Sakhalin from Petropavlosk and then in Spring sailed to Japan and then finally sailed to Taiwan in the Summer. And the Ocean doesn't freeze, because of the salt so sailing was possible.

From Wikipedia:

In winter, navigation on the Sea of Okhotsk becomes difficult, or even impossible, due to the formation of large ice floes, because the large amount of freshwater from the Amur lowers the salinity and raises the freezing point of the sea. The distribution and thickness of ice floes depends on many factors: the location, the time of year, water currents, and the sea temperatures.

Keep in mind that this is 18th century with Wooden ships, making it much more difficult to navigate and keep the men warm. Especially 200, 000 of them ;) I still question how the russians continue to be able to finance/supply a war across siberia (especially during winter) with nothing else but horses too
