Yes, yes, he paid the logistical money, but it's a different matter to get the goods they bought over most of Russia to get it to the troops using a variation of barges, horses and animal power.

It's a game yes, but it's still suppose to follow rules some what. They did not magically appear in your lands. They were transported there because of a strange weather abnormality that allowed them to sail across the ocean

No. neither of them made plans to attack eachother so they are not at war. France suspected them to attack the but they did not. Britain did arrest surviving French militia after they 'trepassed on British colonial property.'

I did not abolish slavery. I abolished the slave trade, i.e the transport of slaves from Africa to (mainly) Brazil. The diffrence is that slavery is still allowed and one could sell children of the slaves, i.e allowing slavery to continue on a limited scale. Otherwise nice update.

A Brief Summary of the Constitution
The Republic of the Seven Netherlands is allowed to keep domestic autonomy as well as the Palatinate of the Rhine. Count Karl Theodore and the elected leader of the Republic of the Seven Netherlands will have complete control over the local laws, taxes and other domestic affairs.
An elected chancellor will run the foreign policy of the nation as well as manage oversea colonies. The Chancellor is the commander and chief of the armed forces and has the final say on all foreign policies.
The Chancellor of the Union of the Rhine will be chosen by the Union of the Rhine Parliament where there will be elected officials from each province in the Union that vote for Chancellor. The Count can veto any appointed chancellor but he can be overridden by a 75% majority vote in the parliament. The parliament can also override decisions by the Chancellor with a 75% majority vote.
