The St. Petersburg Axis as a community must restate its position as formost a defensive alliance. The comes a time in everyone's life that tests the very limits of their will, the strenght of their spirits, and the resolve of their hearts. I am deeply saddened to declare that such a time has come. The world marches to war and we are forced to play our part in this debacle. It is a sad thing to see the grown leaders of nations act like complete children. Austria prances around, gobbling up smaller nations as if they are toys to be play with. The Italian Duchies, The Balkans, Prussia, and Pomeria have all come into Austria hands by a means of threats and wars. Thereso Austria broke all forms of brothership when she decided to invade and force the Pope to conform to her will. When she came to us demanding non-intervention if a war broke out with the Kingdom of Two Sicilies, I knew I could take no more. Something must be done, someone must make a stand. As such, it leaves us no room but to declare war against the blastamphous Austrians until the time they choose to regain their heads.

All Portuguese ships are hereby forbidden from trading with nations that foolishly assist the Austrians or French. In addition all French ships seized going between the continents may be seized without warrents. Cargo may be sold for Portuguese profit. This goes in addition to all ships trading in Portuguese waters that are allign with nations that we are war with.

In addition, every man in between the ages of seventeen and fifty must immediatly register so that in due time, should the need arises, they can be enlisted.
