From the Gross Austrian Reich
We are convenying in Vienna (as suggested by the Rhinelanders) a body called the German League. This body will act as an economic and defensive pact. If you sign the following treaty you are a member.
The Treaty of Vienna
Formation of the German League
Article One
This treaty signed in the year of our Lord 1765, creates the 'German League of States' a co-operation pact for economic needs and provides a front for united German defense.
Article Two
As said before, this treaty embodies the co-operation of all German peoples and therefore allows for a decreased tarriff area within the treatystates. This allows for more trade and will allow the economies of treaty states to grow as a result.
Article Three
All treaty states are bound to help one another in the other's defense should the so ask. Conversely war is forbidden amongst treaty states and by doing so will cause said state to be excluded from this treaty
Article Four
Each year the States of this treaty will meet in Vienna to discuss German issues at hand.

The Danish and Norwegians are curious as to why we were never asked to join this League or even the old Confederation. We are Germanic as well and we wish to have a position in this alliance.

Pssst... Alex, want to join? Portugal is open, so are the Ottomans and Zand Persia. Or start a rebellion. You had reserved the Safavids but I did more research and found the dynasty was dead before this NES starts.

Due to talks with other German leaders, we withdraw the invitation of Denmark-Norway into the German League The reasons are as stipulated.
- They do not speak German
- They are more Scandinavian in oreintation then German
- They merely seek to continue thier holds on Greater Holstein a German duchy under the crown at Copenhagen.
Thusly we ask for the Danish Monarch to allow for the Holstein duchy to be reinstated and then will the Gross Austrian Reich sign an alliance with Denmark-Norway to secure its future. Keeping in mind the Austrian alliance with Sweden.

We are livid that the Danes should be included in the treaty. Yes, they are a Germanic people, but so are so many other people. They gave up the German Language and occupy German speaking lands. We might reconsider if they withdraw from the German speaking lands.
The Danes and Norwegians are Scandinavian now not German. We ask all German States to oppose their entrance into the confederation. We ask that the majority decide whether they should join not just the Austrians.
