Yeah but with alot of stipulations.
90% of people in mexico finish 8th grade
15 - 20% finish high school (the number is lower because in most states you have to pay for your own schooling)

Anyway I got a 650 in my math section of the GED (which is like a 80 something %) and let me tell ya the homework my 8th grade cousin brings home is way harder than what I had to do to graduate (yeah I got a GED to since it was worth 12 credits of the 20 I needed to graduate)
I just went to mexico and my cousin was like hey you graduated help me out on this problem and ..... I just stood there with a stupid look on my face.
I say gimme the money to open up a bunch of english schools (not teaching it thou

I would say with total confidince that you could get over 100,000 recruits easy.
