I'm useless for art, but all the novels were published before 1900 and should be in public domain by now. I couldn't pick something from Salieri, who was the only classical musician not already included I could remember, but I'm sure something can be found. Was shocked that the Pillow Book wasn't in the original list, either.

I've already said this a few times but are you sure this is an issue? The name of the author and a short quote for demonstration is definitely fair use as long as the mod isn't commercial.

If you don't know what ou can do with a few minutes of your time, you can Google them, it's interesting stuff :). I checked and all are not in the game and meet the time requirement of being older than 100 years.

What are the rules exactly? We have a quote from Indiana Jones in the game; and the quote for Plastics has always been from some movie (I forget the name); then Civ IV had a quote from Douglas Adams (Mass Media I think...)

Again, I don't think this is the same thing because we're discussing a mod which I assume to be non-commercial, eligible for fair use.
