League of the Four Emperors
A Proposal for the Maintanance of Peace, Prosperity and Friendship between the Eastern Civilizations
His Imperial Majesty, the Padishah, Sabruddin Muhammad Khusrau Shah, Commander of the Faithful, Emperor and Sultan by Right of Hindustan and Khorasan, Sovereign of the Great Mughals, has despatched private messangers to bring this offer of friendship to the three great nations of the East:
The infidels of the West looks upon our lands with greed and envy. Among the honest Western traders who are conducting business in our ports and emporia are agents of corrupt officials of their governments who have designs on our wealth and our territories. The Western nations are finally awakening after many centuries of slumber, and they are a potential threat to the balance of the world order. That is not to say we should expel them from the region, but rather we should handle them carefully, lest we compromise our righteous authority to some upstart barbarians from across the seas.
So the Padishah of Hindustan and Khorasan hereby extends my hand of friendship to you, the Emperors of the martial Qing and of the seafaring Japanese, keepers of cultural traditions going back many generations, and of the industrious Australians, too, whose nation is yet new but nevertheless deserves proper recognition. Together, we are the East. United, and we all stand to prosper as we lead our nations into the new future. Divided, and calamity shall surely befall our lands and our people.
To facilitate the creation of the new order in the East, the Padishah have a proposal I'd like each of us to consider:
Each of us should come to administer the remaining independent states in the region. These petty kingdoms are surely going to be better off under our rule. Under this plan, each of us will have four zones of Exclusive Influence, where one shall have a free hand over administering and integrating the kingdoms.
The Empire of the Mughals shall hereby reserves its right over the rest of Khorasan and over Iran. The former is our ancestral land, the latter is important to our cultural heritage. We'd also like to claim two zones to our east, where there are large Muslim populations, as the Padishah considers himself their protector.
The Empire of the Qing shall regain control over all formerly Chinese, Jurchen and Manchu holdings, and then some.
The Empire of Japan shall have a free hand in the North of Asia, and also in the Northern part of the Ocean the Franks are calling the "Pacific Ocean", including the islands of the Philippines and Hawaii.
The Australasian Empire shall be allocated the South Pacific, and the eastern Indonesian islands, as well as the island of Madagascar and all nearby islands.
His Imperial Majesty additionally hereby proposes a pact where all members of the League will pledge to defend each other in case of an attack by any other party, and cooperate in promoting trade between our nations. Should a dispute arise between two members of the League, the other two member shall not aggravate the situation and will work to reconcile the conflicting parties.
The Padishah hopes that this arrangement, which he believes fair and just, will be amiable to all parties.
