Government: A personality cult of sorts behind "populist monarch" Emperor Philippe I of France, who rules as an essential autocrat with the backing of an aristocratic upper-class.

Leader: Emperor Philippe I of France, Protector of Indochina

The most recent son of the previously-dilapidated Ancien Regime, Philippe embraced populist spirit and proclaimed himself Emperor in 1705. Since then, Philippe I of France has set himself to the task of modernizing the Empire, becoming a true Renaissance Man, and encouraging the arts and the sciences throughout his realm. Although in the earliest years of his reign as Emperor this brought contention and fear to the aristocracy, he has ensured that all this progress serves his power-base. In order to quell this discontent, under Philippe's guidance the Imperial Parliament was established so that the nobles might gather together for the good of the nation.

It was also under the Emperor's benign guidance that the Mandate of Indochine Francaise was established, through a combination of military intervention and the creation of an economic dependence on France on the part of the peoples living therein. Since then, the Emperor has adopted the title "Protector of Indochina".

How come the only places you can put canals that actually shave a turn of travel off are Panama and Suez? Seems to me like there could be a few places that could at least reduce it by a turn. As it turns out, the only places where one is placeable reduce it either by 6 turns or none.

Oh, and the other thing about canals is that Gibraltar is treated as a canal through Iberia;) Ergo, no one can enter or exit the med from or into the Atlantic without the owner's consent:D

Yeah, but Gibraltar doesn't need to be built since it's a strait.

After negotiations earlier this week, Doge Fortunato Mancini has reached a diplomatic agreement with Sultan Muhammad VVI of the Sultanate of Morocco. This agreement established a pact of non-aggression between the to nations, as well as a free trade agreement. Many in Italy are glad to see that negotiations were peaceful and cooperative.
 
BTW, just to let everyone know, there's a 1IP charge to cross Pirate controlled sea zones, unless you worked out a deal with Captain Jack Sparrow beforehand. And any ships not complying will be sunk.
 
Remember people that right now your navies consist of 2 6th Rates. Total. That's completely insufficient to control a seazone. The fact that you have a fleet in a zone doesn't mean you're in total control - just that you have some ships in the area.

Just food for thought - you'll need to seriously invest in your navy to control the waves.

@Ilduce - Moscow's not a coastal province. The number is the development level (1-3) of the shipyard - which requires a coast

Everything starts at 1 except national capitals, which are 2, and landlocked provinces, which are 0 and cannot be upgraded.

League of the Four Emperors

A Proposal for the Maintanance of Peace, Prosperity and Friendship between the Eastern Civilizations


His Imperial Majesty, the Padishah, Sabruddin Muhammad Khusrau Shah, Commander of the Faithful, Emperor and Sultan by Right of Hindustan and Khorasan, Sovereign of the Great Mughals, has despatched private messangers to bring this offer of friendship to the three great nations of the East:

The infidels of the West looks upon our lands with greed and envy. Among the honest Western traders who are conducting business in our ports and emporia are agents of corrupt officials of their governments who have designs on our wealth and our territories. The Western nations are finally awakening after many centuries of slumber, and they are a potential threat to the balance of the world order. That is not to say we should expel them from the region, but rather we should handle them carefully, lest we compromise our righteous authority to some upstart barbarians from across the seas.

So the Padishah of Hindustan and Khorasan hereby extends my hand of friendship to you, the Emperors of the martial Qing and of the seafaring Japanese, keepers of cultural traditions going back many generations, and of the industrious Australians, too, whose nation is yet new but nevertheless deserves proper recognition. Together, we are the East. United, and we all stand to prosper as we lead our nations into the new future. Divided, and calamity shall surely befall our lands and our people.

To facilitate the creation of the new order in the East, the Padishah have a proposal I'd like each of us to consider:

Each of us should come to administer the remaining independent states in the region. These petty kingdoms are surely going to be better off under our rule. Under this plan, each of us will have four zones of Exclusive Influence, where one shall have a free hand over administering and integrating the kingdoms.

The Empire of the Mughals shall hereby reserves its right over the rest of Khorasan and over Iran. The former is our ancestral land, the latter is important to our cultural heritage. We'd also like to claim two zones to our east, where there are large Muslim populations, as the Padishah considers himself their protector.

The Empire of the Qing
shall regain control over all formerly Chinese, Jurchen and Manchu holdings, and then some.

The Empire of Japan shall have a free hand in the North of Asia, and also in the Northern part of the Ocean the Franks are calling the "Pacific Ocean", including the islands of the Philippines and Hawaii.

The Australasian Empire shall be allocated the South Pacific, and the eastern Indonesian islands, as well as the island of Madagascar and all nearby islands.

His Imperial Majesty additionally hereby proposes a pact where all members of the League will pledge to defend each other in case of an attack by any other party, and cooperate in promoting trade between our nations. Should a dispute arise between two members of the League, the other two member shall not aggravate the situation and will work to reconcile the conflicting parties.

The Padishah hopes that this arrangement, which he believes fair and just, will be amiable to all parties.
 
@France- We are happy to see our neighbours are feel ready to enter onto the World stage. Despite out traditional Emnity we offer you a trade agreement, and wish to know your opinions on the division of europe. Currently England Wishes to control only The Low countries and the germanic states.

@India- Of course, let us sign a trade agreement, being freinds is far superior to warring amongst ourselves.

@America- we are unwilling to sign an alliance just yet, but I'm sure a trade agreement would be mutually profitable.

We'll agree to that. As for Europe, we have no interests there beyond the maintenance of our ancestral lands. In case it's any concern, we consider our influence to extend to the north-eastern coasts of the New World (Quebec, Newfoundland), as well as the island of Madagascar.
