easy. both the army and the navy is located in Istanbul province. that combined with a finite way to move in an out of it, and the Geography made it easy to Quarantine it.

the Civil police are basically limited soldiers who are armed only with a club. yes, seriously. they are trained to keep order, and use force as a last resort.

we did have a massive Bureaucracy, but that was eliminated in 1453 when it was noted that it was ineffective. its still there, but greatly reduced.

basically my system is that of a noblecracy. 100 nobles (male or female) form a council, which then vote on various issues. it has more power than the Emperor BUT the emperor reserves the right to all final decisions.

(note: obviously the Government style is incompatible with yours, but the theory of Police and Quarantine will be taught to you.)

I was being sarcastic. All the things you listed would have been physically impossible during the medieval period, for a myriad of reasons.

Gah, so little historical accuracy. I get that it's almost the Reformation, but Japan? I'm a Protestant too and I'm waiting.

We are Catholics in the game, though, so I condemn this new "religion", and forbid any Japanese missionaries from coming into die Monarchie. If they do, we shall arrest them and give them to the Papal States for their punishment.
