The Coalition of American States(Confederation of New England)

Leader: President John Angler

Fiscal Policy: Capitalism, lassiez-faire. Though no one admits it, the economy has totally collapsed repeatedly in the last few years. The politicians simply keep pushing on and ignoring the chaos around them.

Government System: Electoral democracy, save that any viewpoints regarded as "liberal" and "communist" are banned. Most parties espouse the views of the others, save for the two major parties - the Conservatives and the Theocrats. The Conservatives are a rival in name only - they have never elected a president. The Theocrats, believing in the superiority of Protestant Christianity, have ruled the Confederacy since its founding. There is no "interpretation" of the Constitution in any way. It is taken literally word-for-word on every issue. The same is true of the Bible, which is required reading for every citizen of the Confederacy.

Social Policy: Right-wing. Abortion is a capital crime, gays are not allowed to testify in courts or own property. Neither are non-Protestant Christians. Jews, Atheists, Muslims and Agnostics are banned, and those that are found are imprisoned and usually sentenced to death. Neither they nor gays have any right to legal counsel or habeus corpus if they are arrested. Drug use is illegal, as is alcohol consumption.

Social/Political Freedoms: None guaranteed for non-Protestant Christians. The Christians have full voting rights and access to legal counsel. Any successful lawyer or politician will turn up his nose at any who are not in this bracket, as supporting them tars you with their "heresy". There is no "separation of church and state" or "freedom of religion" in the Confederacy. The church and the government are so closely tied together it's impossible to tell them apart. Schools are forbidden from teaching Evolution or any other theory that conflicts with the teachings of the Bible, and required to teach the Bible and Protestant Christianity to their students. Homeschooling is against the law. Women cannot vote or own property.

Foreign Policy: Nonexistent. Too many problems at home for anyone to even consider a foreign expedition.

Development Level: Everything north of Pennsylvania beyond major cities and road networks in a ravaged war zone between rebel cells and simple bandits. Government troops also raid and pillage as much as they actually fight the rebels. So in essence, there is a third-world development across the entire country, save a few Utopian holdouts like NYC and Philadelphia, where the upper classes shut their eyes and ears to the destruction outside. The cities are ringed with formidable defenses and are guarded by the zealously loyal special forces.

Armed Forces: The Army is large, but half of its 400,000 servicemen are little better then the bandits and warlords that rule upstate New York. The Air Force is a joke, consisting of only 200 planes, and no large bombers. The Navy is comprised of a pair of pre-Cataclysm US Arleigh Burke-class destroyers and a few patrol boats, as well as the USS Wisconsin, an Iowa-class battleship that was salvaged from the Nauticus Naval Museum in Norfolk, Virginia during the chaos as the IUN disintegrated. It is positively ancient, having been launched in 1944, and despite the best efforts of the lackluster Navy breaks down and malfunctions often. Still, it is a powerful symbol that identifies the Confederacy as holding the biggest and strongest ship among the American states. There are rumors that the New Jersey, Wisconsin's sister, was berthed in Philadelphia during the Confederate takeover, and that she might be under refurbishment as well.

Name: El Imperio Nuevo de Espanol

Short Form: Spain

Capital: Madrid

Religion: Mostly Catholic, even though there are large Protestant and Muslim minorities. Religious tolerance is the official government policy, though there are some cases of discrimination against non-Catholics.

History: It was founded by Matteo Martinez, a leader of the powerful city state of Madrid. Through diplomacy and some military action, he expanded the city-state to include much of the Central and Eastern Iberian Penninsula. He renamed the nation when he sent a military force across the Strait of Gibralter and developed a Spanish presence in North Africa. He claimed all that he wanted to do was stop Spain from being embarassed by having a foriegn country control the valuable strait like it was in the 20th century. Expansion in North Africa continued as civilians moved there to take advantage of new economic opportunity. A year later, people began to move to North Italy, largely due to their Catholic heritage. Carthage contolled the city or Rome, so Sanish settlers moved north and then requested to be part of Spain.
Governemnt: THough Matteo held supreme power as a king early in the history of the nation, he has since introduced more and more reforms leading to other officials holding power and even some that are elected. The trend seems to be increasing democrazation.

Politics: Conservative, with a high emphasis on education. Trade is also highly emphasized.

Economy: With a growing service sector, and a strong industrial and agricultural sector, the Spanish economy is very well rounded. It relies heavily on import and export, especially with Carthage and the Caribbean Sun. It also has trade agreements with Central Europe and Polska. One of the largest sources of income is from taxes on the straight of Gibralter.

Gibralter: Spain automatically cuts use of the Straight of Gibralter off to all warships of any nation at war, and after three years, stops letting anyone from that nation use the Straight. Countries that have Trade Agreements with Spain get reduced costs when using the Straight.

Alliances: Spain has DP's with Carthage and Caribbean Sun, and is in the Union of Europe. It is also supporting Germany on most matters.

Name: Union of Sovereign State Republics (USSR)

Color: Dark Gray

Capital: Jefferson City, MO

Government: Democratic Constitutional Republic.

Every state in the union sends 3 Senators to the capital, one every two years - the first is sent by the Governor, the second by popular vote, and the third by the legislature. Senators serve six year terms. The Senate has all the powers of the US Senate.

The lower house is composed of 200 members. The first 100 are apportioned amongst the states by population, and elected in local districts; the apportionment is biased towards less-populated states. The next 100 are elected via nationwide PR. Representatives serve 4-year terms, with half of all seats up for election every 2 years. The House has all the powers of the US House.

The President is head of state, and is elected to a five-year term with no term limits by popular vote. He is commander-in-chief of the armed forces and has full authority on the execution of military power. He also signs all treaties and nominates appointments to the judicial branch. The President can also veto legislation, but be overruled by 2/3 in both Houses. He also can grant pardons and reprieves. In the event of death, resignation, removal, or incapacitation, the Vice President assumes the duties of the President and succeeds(in the case of death, removal, and resignation) him.

The Chancellor is head of government, appointed for however long the Senate remains in favor of him/her. The President can recommend a Chancellor, but generally, he appoints whoever the Senate confirms. The President can veto an appointment, but 2/3 of the Senate can overrule him. The Chancellor is responsible for day to day policy, and providing a unified face to the legislature. The Chancellor appoints all federal officials and can also fire any federal worker.

The Supreme Court is composed of 7 Justices, all appointed by the President. They reign for life unless Congress votes to remove them. The Supreme Court's main power is judicial review, guaranteed by the article describing them in the USSR Constitution.

Economy: First World

The USSR, while ironically looking a bit like a smoke plume, inherited the wealth of Texas and the central USA. The USSR possesses a large chunk of the breadbasket and as such can have a key role in terms of food politics. Vertical farming is a favorite pet project of the USSR, seeking to produce more and more biofuel with less land. The power of Texas attracts many major companies to set up shop in the USSR. The wealth of Illinois and Chicago also stimulates the power of the USSR.

The economy is mostly-capitalist, but tight state regulation - and in some cases control - exists in key industries such as healthcare, security services, insurance, education, banking, transportation, and necessities. Healthcare, banking, and mass transit remain privately-operated but healthcare for all major operations is paid for by the state.

Language: English

Political climate: The events of the Cataclysm have created a very socially liberal populace, but also fairly fiscally centrist and divided in foreign policy matters. Overall, it is a center-libertarian nation.

Legal/Political rights: Universal suffrage for anyone 16 years or older. Standard protections of any first world nation - just and speedy trial, Miranda rights, etc.

Social policies: Marriage is no longer recognised by the state(having been ruled to violate freedom of religion by the SCOTUSSR); civil unions are available to any consenting, loving couple. Marijuana has been legalised, while there is strong support for decriminalisation of several other drugs. Adoption is legal for anyone living a stable lifestyle. There is state-paid healthcare for all emergency operations, and growing support for increasing that to life-improving medicine. The death penalty has been abolished for all but treason, replaced with life imprisonment.

Economic policies: There are state subsidies for small businesses who prove to have a profitable business model. Tax policy involves a standard deduction with a flat tax imposed on all income after that. Smaller sales taxes and land taxes are also imposed by the federal government. Investment taxes are extremely low or non-existent for the poorer members of society, and still relatively low for wealthier members. Most insurance businesses have caps on their profit margins as a percentage, with the government providing insurance in the case of healthcare. Tariffs are low, primarily being used to penalise polluters.

Foreign policy: Non-interventionist. The state seeks to protect the USSR's interests, and this currently takes the form of peacefully acquiring land. Defensive alliances with neighbors are welcomed for the greater good of the USSR and all North America.

Military: Fairly strong. The USSR has inherited its military culture from the USA, and also several facilities. A robust tax base enables a well-funded army.

Major Parties:

Republican Party - Left-wing socially, right-wing on fiscal, interventionist - 22% of voters

Libertarian Party - Left-wing socially, right-wing fiscally, non-interventionist - 20% of voters

Democrat Party - Left-wing on social issues, centrist on fiscal issues, non-interventionist - 17% of
voters

Conservative Party - Right-wing socially and fiscally, interventionist - 14% of voters

Color: Steel
A brief history: In 54 B.C., Marcus Licinius Crassus lead 7 legions into battle against the Parthian empire. They were defeated by the smaller Parthian force, enslaved, and marched to the far eastern border of the empire. There they were sold as mercenaries to a Chinese kingdom, and employed against the northern tribes. Eventually, they settled down and were lost to myth and history.

Two more millennia passed, until with the fall of the PRC anarchy took East Asia in its teeth. The tribe, bloodlines still mostly intact but boosted with that of Chinas finest warriors, fled to Nepal, where they were met at the borders by a migration of people fleeing an invasion from India.

Following harsh tensions and a barely avoided battle, the tribes united, and settled a city in the chinese desert, where oil was found. Following several bloody wars, a mans attempt to take over the world, much cultural absorption and imperialistic expansion, Praetoria's borders are shown as these today.

Government: Although Praetoria is welcoming to any and all immigrants, only those who enlist in the military or other service organization for a period of more than 5 years are granted Citizen status, and thus eligible to vote in national elections.

The office of Imperatior is the head of state, and is in charge of all diplomatic and military affairs. He is elected every 6 years.

In all other aspects the government functions as a Republic. Its spending priorities are split evenly between Education, Infrastructure, and the Military. There is little to no social spending, although there is a national bank.

Development: Praetoria is currently a 2nd world country, with a huge amount of infrastructure construction ongoing. It is very rich and resources, and its strategic position is unmatched.

Suggestions/Questions:

To prevent resignation spam, a rule should be established to deal with retiring players so as to prevent a huge empire from emerging overnight. I think players should be able to allow few or none of their provinces and have the rest default back to non-owned. Of course, for roleplaying purposes, the player can "will" it to someone, but for some reason they don't inherit it(probably local elites carving it up). As a result, they have an SoI on it that states can ignore or not.

Question:

So there are distance penalties? A player could claim halfway around the world if they so desired, so long as there's a sea route between them?

And there are no size penalties either?

OOC: No, I'm staying, since I spent too much time on the bio to move somewhere else, not to mention I was originally going to be in the Northeastern USA, but Lighthearter took that before I could. You can always expand overseas - there's plenty of land to go around. We're capitalists at home and socialists abroad. :mischief:
