Although We cannot speak For the Comintern, the DPRBAC would like to expoud upon it's decision. Japan has undergone a unique period of civil and political unrest in recent times. Most noticably, support for the Communist party has been swinging wildly. We do not feel communism is yet secure enough that you can be a full member of Comintern, Yet. After another year or two, once your internal affairs have settled down, we will be far more open to your joining. We wish you the best of luck, and offer to send aid if neccesary to ensure your country recovers well from recent events.

No. Perhaps we should allow Japan to make a final decision right now on what its government is, and then force it obey the rules henceforth.

And I really think that any changes of government should require several turns to take place. (A rules suggestion for Nedim)

The DPRBAC has recently begun investigating possible Human rights abuses in our nation. Most particularly, the Free African Party's Claims that comrades in Africa are receiving worse treatment than comrades in South America. The Investigation was exhaustive, and did uncover several minor abuses on both sides of the Atlantic. These were dealt with Severely, but nothing major was found.

The investigators concluded that African Territories have fewer recources recoverable from before the collapse of civilization than those in South America. As such, these areas are recovering slower, with an increasing disparity between the continents. They concluded that there was no difference in treatment, but African Territory was undeniably worse off. The government is considering these results carefully, with an eye to imporving the livelihood of all our nations Comrades.

@Linkman- You'd first of all have to define what defines a "Change in Government", does a new government being democratically voted in count?"

That said, IMO if someone is literally changing their government every turn the GM (Nedim) should penaltize that player in some way, but in general, government changes can happen quickly, so I agree with the current rule. If its abused, the GM can deal with it case by case.
