You CAN use armies raised this turn to claim provinces.

Blitz means you can't use an army to claim a province, and then another army to claim a province that you couldn't claim before you took the last province in the same turn.

Texarkana is fine as long as the DLF stays in Florida proper, and not expand further north into the former United States.

A treaty can be hammered out regarding borders. However, we have no desire for anything above a NAP+Trade agreement with the DLF at this time. A formalizing treaty border can be created at a later date.
