Japan would like to thank Oceania for staying true to our friendship, despite our recent defeats. Such commitment is very rare, even in past times where loyalty and honor were more important than now. The Oceanian Government, acting in true Samurai spirit, remains loyal to us and supports us even when all other allies have betrayed us. You have our admiration. All Japanese people, if they were not Japanese, they would want to be Oceanians. And Takeshi Ruchang himself admitted that such loyalty has never been seen in history.

Indeed honor and honesty are among the most valued valors amongst the oceanic millennial culture.

Nationalism in the eastern half of the PAU has reached critical mass in the past few weeks; the acts of aggression by the Arabs and Germans with their embargoes over the PAU's withdrawal from the United Nations has sparked unity and national spirit unseen in the territories since the days of the old United States. Thousands of volunteers have flocked to the standard, seeking to protect their motherland, further the cause of pan-American nationalism by expanding the PAU, and to demonstrate American superiority over any other powers that would seek to influence the continent. Nearly 150,000 regular soldiers have been conscripted in the last few months, with thousands of others volunteering for National Guard duty in their local militias – something that certainly hasn't hurt the Big Three corporations that control the country, as demand for their products has increased vastly in preparation for the war.

Though there is still uneasiness at the corporate stranglehold over the country's political institutions, the majority of Americans seem to be rallying around the flag. In an effort to ease tensions, the board of Winchester Corps has added twenty seats to the original 35, one seat for each of the 20 states of the East PAU. Proper election infrastructure for those seats is expected to be worked on in the next few months, and many Americans are relieved at this gradual step towards democracy.

Corporate Expansion!

In an effort to step up production for the war effort and to decrease PAU reliance on foreign goods, Bath Ironworks, one of the Big Three corporations, has acquired several iron and coal mines from local Pennsylvanian tribes and landowners, hoping to turn the areas into major RGOs within 6-12 months. The operation will mostly sell to Bath Ironworks itself, to produce steel and naval goods/hulls, with surplus going to Winchester, Ford, and other American corporations.

Also amongst the news of corporate expansion, Malta has opened its borders to American corporations, namely Ford and Winchester; Winchester has provided the expertise and experience to build Malta's arms industry from the ground up, training new workers and managers, while Ford and Winchester alike will construct aerospace factories, staffed by Maltese workers and American managers, that will produce exlusively for the PAU, with Malta as a secondary primary purchaser.

following serious protests over the governments inability to revive the Roman economic power, the people took to the streets in protests. the protests went on long enough that the Emperor had to take action.

1. taxes will be reduced to 15%, down from 40%. that's all forms of taxes. Property Tax, Land Tax, Corporate Tax, etc.
2. every company that the government controls, such as educational districts and hospitals will be privatized over one season. regulations still exist to make education and healthcare affordable.
3. the government will not attempt to control the Economy for any reason.
4. the Military will be fixed at a 75,000 land Military, and 25,000 Naval personnel , with 50,000 reserves available for both land and Navy, when required.
 
World News! Special Edition

Note from the editor

It is with great unhappiness that I found myself forced to put out this special edition of our famous quarterly news report however the times are pressing and it was simply crucial that all must be brought up to speed on the latest events occurring in East Asia. In years as editor of this report I have covered many calamities such as the Roast Vegetable Crisis, the Fortnight War, the Vietnam Crisis and the Caen Meteorite. However never in that time has anything caused me such anguish to publish as current state of Japan. From my office here in Bermudia I can see it is a lovely day, I can see a place of peace and prosperity. But then I turn to my work and read of another place plagued by war, disease, and resulting famine. I send all my best wishes to the people of Japan in the hopes that they can overcome what must be a truly horrifying experience.

On a lighter note our Report also contains the results of the latest report issued by the United Nations Environmental Recovery Committee. Its institutions like the UNERC that really show what the UN is about – a combined effort to make the world a better place. While operations like those in East Asia give the UN a bad name it is important to remember that they do so much other than that as well. This is why it is my belief that any nation leaving the UN is hampering the world at large.

Japan

In recent weeks it very quickly became evident that the majority of Japan’s food stocks and basic household goods had been poisoned and infected with biological agents that quickly went to work in the population. By the end of August one in three people on the mainland had died accounting for 20 million deaths. In the following month another 8 million lie dead. This scale of mass population destruction is like nothing that has been seen since the dawn of the 22nd century. The brutality is a call back to the days of the 21st century with the Food Wars and the following Depopulation of South America.

The source of the attack has yet to be retraced. Shipping reports indicate that most of the imports that came into the country were from the factories and bulk farms of Indonesia however when one of World News’ own inspectors got a look into the factories it was clear that the products were untampered with and it was even shown on the records that these factories had for the past year actually been exporting to America. This seems to contradict Japanese records but from our investigation there was little evidence to show that Indonesia had the potential to carry out such an attack from these factories.

With its population so devastated Japan instantly sought out a peace treaty from those that it perceived as the ones who committed the crime: the coalition. Despite the initial peace proposal was met with warmth by Chinese diplomats it was later rejected by the Coalition which then proceeded to offer its own demand for Japanese surrender. Japan proceeded to refuse the proposal which would have further crippled their nation and destroyed any sense of national identity or unity. Many saw the demand for surrender as deliberately provocative by the coalition. This move has been badly received by the public almost everywhere as it appeared that the UN was attempting to further lengthen a war that has already been long horrific and resulted in tens of millions of deaths. Ireland has stepped down from the Coalition and is now operating merely in the rebuilding of Vietnam, a continuing of the attitude that Laos is now taking. Many believe that the initial goals of the mission have been fulfilled but political and military leaders from all Coalition nations agree that it must continue for there to be any hope for East Asian peace in the future.

Following the Coalition’s rejection of Japan’s treaty and with a cease fire yet to be established the citizens of Japan began to panic. Filled with the fear that they could be dead by the next day people stopped trusting bulk foods such as the BulkProd-Algae Bricks which are the staple of the diets of the majority of Japan’s population. It was at this point that the Gangnam Republic began displaying its propaganda to the Japanese citizens. With the threat of imminent death hundreds of thousands flocked to the docks intending to commandeer ships to the safety of Korea. The Japanese military and police stepped in, trying to stop the rush. However the crowds were too large and soon overwhelmed the government forces. Tens of thousands died on the docks in the struggle to get on board a ship. It was a free for all. Boats were leaving port overflowing with people; many went on to sink before even leaving the mouth of the port. It was then that the Japanese military stepped in in full force, stopping boats and keeping people away from the docks using tanks and large numbers of troops. Of the few boats that made it out of the ports the majority sunk on their way to Korea, 4 that did make it across were then accidentally destroyed by a Gangnam coastguard vessel who thought it was a Japanese attack.

During the crisis a large group of Japanese military personnel declared the Government incompetent and the cause of the tragic losses of the population. These forces loyal to a General Takeshi Shiro called out the government and have started what looks like it is going to become a prolonged military conflict. With Japan lying in ruins the government is barley managing to remain in control. Many analysts suggest immediate humanitarian aid should be dispatched before the situation becomes even direr and thousands more are lost to the sea, poison or in conflict. Pure food and water are desperately needed along with a strong unified government or else all could fall into ruins.

UNERC Report

The recently released UNERC report shed both positive and negative light on the changing environment of the world. The Indian subcontinent remains almost completely inaccessible without full body protection and air filters. From the short investigations it appears nearly nothing of life remains there. Some small mosses were found that seemed to have adapted to the highly toxic environment. The UNERC put this area in its lowest category of priority; it is simply too large a task to be undertaken.

Meanwhile the Bosnian and Washington DC contaminated zones also remain inaccessible without full body protection. Much of the American Eastern Coast has improved drastically in quality though despite that in some areas use of an air filter is still required or else damaging particles could be inhaled. It is thought that these particles were caused by a combination of nuclear strikes in the 2030s with the Y-type bombs of the 2040s.

In South America plant life is still struggling to take hold again along the east coast. This is caused by the viruses that were put into the soil during the 8 minute war. Recovery is not expected to happen for the next 8000 years or until a way to combat the blight is found. Similarly worldwide food production from farming remains low. Bulk Produce Food generally in the form of Algae blocks is the staple of the diets of around 90% of the world population (For more on this see the WHO report). As of yet there have been very few places where farming is seen as a possible sustainable source of food, these places are mostly limited to South East Asia such as the Indochinese area. Pollution of the seas remains a large issue. It is estimated that irreparable damage has been done to the underwater ecosystems as well as those on land.

ASSASINATION ATTEMPTED AGAINST THE SHAH!

Today, on April 28, the streets were full of marches to celebrate the Union Day on which the Holy Zoroastrian Kingdom and Nova Pakistan were unified. This would have been a perfect day if it wasn't for a minor detail.

When the celebrations were being prepared, two men disgused as soldiers put a bomb that was expected to blow up at the balcony where the Shah would start contemplating the celebrations. However, the shah had a delay and just when he was about to step into the balcony the bomb exploded. Although he wasn't at the balcony, the explosion made a broken wood plank fly off at the direction of the shah and wounded his leg and his underwear. Another flying derbis wounded his upper arm.

The shah had to be taken to the hospital immediatly. At this moment he's incapable of ruling Indo-Persia and his son, Ramin, is now running the country for his father.

Peacekeeping commander to be reassigned

JERUSALEM: The field commander of UNVIFOR is being reassigned, government sources revealed earlier today.

Lieutenant-General Ahmad al-Karimi has served as de facto leader of the mission on the ground since 2104, when United Arab blue helmets arrived in Ho Chi Minh City that winter to quell regional infighting and pacify local warlords. He gained wide repute both internationally and amongst the Vietnamese for his personal rapports and steadfast sense of duty to the UN ideal.

Al-Karimi stewarded the mission through its deadliest phase, when the Empire of Japan launched an unprovoked invasion in July 2105, leading to a year-long war between Japan and the UNVIFOR sponsor states that witnessed widespread use of terror tactics and WMD by Japanese forces that led to the ongoing war in the Pacific. Prior to the mission mandate's revision by Resolution 12 later that year, al-Karimi was controversial for his rigid adherence to UN rules of engagement prohibiting pre-emptive force that led Rome and Greece to withdraw from the mission. However, his astute leadership is credited with avoiding worse UN casualties during the height of the war and minimizing risk to Vietnamese civilians and infrastructure.

Al-Karimi was always quick to deflect any personal accreditation for the mission's successes, although he repeatedly voiced frustration that fellow UNVIFOR sponsors were slow to increase ground force commitments in response to Japanese aggression, which he claims might have stalled Japan's conquests in the north and prevented the atrocity at Hanoi.

The reason for al-Karimi's reassignment is unknown, but given his first-hand experience in fighting the Imperial Japanese Army, widespread speculation holds that he has been promoted to commander of the United Arab Republic's expeditionary force to Japan. There is also talk that with Japan's descent into civil war, the Coalition is amending its strategy to emergency humanitarian intervention, with which the general likewise has acute familiarity.

Al-Karimi is expected to leave Vietnam after formally handing the mission over to an incoming Laotian commander. He will be replaced by LGen Qasim Adel Nasir, who will assume al-Karimi's responsibilities as commander of the UAR contingent within UNVIFOR.

Germany is concerned about the claims discrepancy between Russia and Poland. Hopefully this is a simple misunderstanding that can easily be rectified.
 
well my message to Poland regarding this lead to nothing and I was serious about my claim to make sure the border was completely tidy. Riga gas no real value to Poland and it would make the border inconsistent. It is better as Russian, and as I've pointed out the eastern Latvian coast should prove a decent enough port so the point that Riga is the only available port Poland can use is fallacious.

We don't want any trouble but that kind of border inconsistency where something is just off would make me internally cringe.

Indeed. incorrect borders make me wanna..."correct" it. by force. Thessaloniki is one example. i had to live with the hideous borders (still do, actually...) since war against the platonic Republic would have ended in our defeat. or we hilariously both fail at invasions. whichever.

"Hmm. Well, if you wish, I can also draw up several simulations and base a reserve force on that."
