The recent loss the world has suffered will be forever remembered. Xylon Toto was a great man, he started his rise into public knowledge as a general of the Platonic Republic. He was injured by terrorists while under the command of the Emperor of Byzantium and then retired to a hospital in Maputo. As a state guest of the African Federation he soon became increasingly involved in the the country he was staying in. Over the next six years he would come to be known as a great philanthropist and orator. He did more to improve living conditions for Africans than any before him and he became a key instigator of the Cape to Cairo project and ended up as head of its board of directors before compilations arose due to his near fatal injury from years earlier and he died in St Joan's Hospital this August.
Xylon will be greatly missed, the many times I was lucky enough to interview him he was revealed as a wonderful man of uncompromising character and integrity. I feel honored to have met him, among his other achievements he pioneered the reopening of the UN as well as in his philanthropic work donated greatly to

The Measure of a Man
The question continues to rage in the courts of the United Nations and elsewhere as to whether the cannibalistic Kravyad mutants of India should be considered truly human. After the Black Guard was formed in Egypt many other mutant issues have been brought to light but nothing as truly incredible or grotesque as what the Australian Colonial Authority found in the toxic wastelands of India. Unlike humans these creatures can survive in the inhospitable environments of the subcontinent they do not require protective clothing and it seems that their skin is adapted to remain intact in contact with the air where human skin would rapidly decay and dry up causing a quick but painful death. Similarly they can breath the atmosphere there which is poisonous to humans. However they are no limited to these environments and though they seem less conformable in Normal-habitable regions they can survive indefinably. Initiatives by the Australians see the idea of using them as a workforce in normal-uninhabitable regions. This however sparked a human rights controversy which continues to be debated in the UN. Currently only Normals have been ruled to have Human Rights the debate as to whether the Kravyads and other Non-Normals such as the residents of Cairo should receive human rights continues to be a matter for debate.
Cape to Cairo Bombings
A small terror attack occurred on one of the trans-African trains on the 8th of July the bombers are of a yet unknown source and the train line was back running within 8 hours however 17 people died and investigations are ongoing. This is the latest in continuing terror attacks up and down the African Federation with similar incidents having occurred this year in Mutapo, Cape Town, Cairo and Dodoma. This attack brings the death toll up to 89.

Rules Changes:
Since the world is pretty much claimed the old claims system is going to be replaced with the national focus system.
Every turn each nation can set its national focus to be one thing:
Expansion -Claim 1 Colonial Territory
Education (Lower) -Improves Literacy
Education (Higher) -Assign to a specific area of science, this includes Nuclear programs
Espionage -Increases the chances of mission success
Engineering -Improves public sector infrastructure
Ecology -Reduces Environmental Damage
You can of course use your National Focus on another nation all humanitarian like.
National Focus has to be stated every turn otherwise if you do not post anything else of value you will accrue a shame point.
Each concurrent turn with the same National Focus increases the benefits.
e.g If I have Education (lower) for 1 turn I might get +1% literacy, in the second turn I might get +2% if I keep that as my nation focus and so on.
