AI improvements didn't matter in Civ V. With the AI's growth bonuses and production discounts on higher levels it still could finish wonders in 8 turns even without a single improved tile. Frankly, I don't blame the Civ V AI for not bothering.
In BE its more of an issue - you could argue that because yield choices are much more varied now, though, those new yields are things the AI still gets direct bonuses for, but certainly there are military applications the AI should at some point be trained to exploit. But more so because it's too much work for the human to improve from scratch in conquered lands with BE's long improvement time; and, as another pointed out, inept infrastructure-ignoring "new Montezumas" don't serve the immersion in this game. BE's AI should be appearing to care about the land they literally flew light years to get to.
