Spanish Doctrine of Peace

1. We wish to form a Union of the countries in which each nation has an MPP with eachother. However, if one declares war on another in the union, the other union countries have to attack the agression country.
2. Unless an attack in some way affects Spain, or the spanish speaking countries, we will be neutral.
3. We formally sign an NAP with everyone who doesn't want to join the Union.
4. We propose trade to all people who ask.
5. Spain will have the same freedoms of the United States based on the Constitution, Declaration of Indpendence, and Bill of Rights.
6. We will be involved with world affairs, even though we're neutral.

@Ironman. Please pay attention to your ideology, a communist dictatorship is not quite compatable with democracies. If you're desperate for alliance i would suggest aligning yourself with the EASR as they are natural allies for you.

Russia rejects the idea of a Peace Union as proposed by Spain, it will only serve to hide the underhanded dealings of certain countries. We see no real way to enforce such rules as outlined in the Doctrine and thus see no reason to entertain it.

All the rest are mainly concerning Spain, so we have no real opinion on them. We also agree to sign the NAP.

Treaty of Havana

1: Spanish Traders shall be allowed into and through the USCA and all her holdings with no tariffs
2: A indefinite NAP will be signed between The two Counrties
3: Spain will transfer control of the Galapagos, Puerto Rico, and any other Carribean Possesion except Cuba to the USCA for the sum of 4 IC in March of this year and 2 IC in the month of April
4: The USCA promises to share its first Major Technological breakthrough with Spain.
