It's a border graphic modification. Can't remember where I got it from, but you can search for it. There's a stakes one (the one I use), a chain link fence one, and a chain link fence with "NYC" graffii.

That Chinese pic isn't unusual, ICBMs make ideal pre-builds for spaceship parts. Pretty much any space game I play will end up looking similar, every city building a nuke. Occasionally I'll do a mass launch prior to heading for space.
