It's a Conquest, so that's just salt, which is only a bonus resource.

so you mean actually oceans are kind of MINES, where the water is used to exploit the salt from the low lieing but surface salt mines?

as much as i love that idea of really large scale salt mining by old mesoamerican cultures, that would be a theory even Erik van Däniken may hesitate to publish.

That is because that second route is blocked by Byzantium.

They were after Byzantium? Ahhh, that makes sense. Although, maybe the tile to the east of Byzantium was blocked by a worker or some such.
