Having a few yellow zones is a lot better than having 6 provinces. I approve.
Europe would get raped by any weapon above 4.
To be fair, the costs of creating a higher tier weapon are high. Realistically, the Soviets could create a first tier weapon right off the bat while smaller nations would take a few turns or work together.
And then there's anti-whatever-that-guy-has-defenses. For instance, say a player builds atomic bombs. The turn he builds atomic bombs, a player could research a new first-tier design that's mean to counter that weapon. However, only he would have access to the thing (unless he gives the designs to other players).
Diplomacy-wise, players are naturally going to want to counter another player's brand of atomic weapons but the problem is that a player could also just redesign their weapons. Plus, without the threat of mutual assured destruction, the chances of a war using the weapons increases. Not to mention that the defensive weapons are naturally going to be more expensive than the weapon they're countering.
And the last tiers of weapons have the highest cost of any weapon in any IOT I've seen but because it's possible to theoretically double your EPs every turn without even factoring in trade, someone should get the 10 billion mark to create the weapon that can nearly wipe all life out of a continent and beyond and there's almost no counter for a long time against one since you can only build a counter after the weapon has been designed.
Plus, since players can design weapons (provided they don't send me an incredibly stupid design), it's fully possible someone just use massed artillery to decimate a region.
