Right now, there are no negative repercussions if you start a war, and you get a situation where a world war breaks out very easily, and then the game stops being fun.

I think that if you do have a DP with someone, I have no problem with you honoring it. For instance, in IOTII, your alliance with Math is what is preventing me from wiping him from the map right now. If I attacked him, you would be within your rights to protect him (But you shouldn't protect people who need destruction.) However, when, say, I start an NA war, and you Eurasians get involved, for no reason other than "Keeping the peace" people should feel alienated, and this should affect the game.

I agree, kinda, with Droopy, that 1V1 wars where just a few territories change hands should be more commonplace than they currently are. I'm just not sure how to implement it. I don't like the idea of forbidding people from going to war, I like the idea of penaltizing it, so there's a tradeoff. No peacetime expansion during war is one good one, also, revolt chances should increase when you are the aggressor, especially if it is a trans-continental war. The same wouldn't apply for defensive wars, and would take place less if you were honoring a DP (Maybe a little, maybe none, depending on the popularity of the DP.)
 
I think we need a casus belli systym, where you'd get a stability pentaly is you DoW if you don't. Casus Belli could be absulote hatred of the other country (Think England and France), reconquest (Germany in WWII), colonial war (7 Years) and/or natives of the land attacking the imperalists, religious differences (Theocracies only), UN mandates/peacekeeping (Korea), GoI/DP/Alliances (WWI), broken SoI (Spanish-American), trade distupes (Punic Wars?), rebellion/civil war (No need for example), etc, etc.

i think having his nation destroyed by the coalition led by me caused him to change his mind about that.

Yes, but with more small provinces combined, not Balkanizing the US/Australia/most of the rest of the world.

Point System:
If we can get a redesigned map, then I would hope that we could get more equally sized territories. But for distance penalties or if we don't get a new map, then YES.

Get rid of providence system:
