To be fair, it is hard to run games when only three people send in orders.

And it is a pity, since all of your rulesets are very interesting, but unfortunately I have not been in the mood for a game in months. Those that I joined I simply did not send in orders. Someday I should write the ruleset for this game I wanted to make.

The IOT population is low... We need a recruitment drive or possible merger with NES to get more people interested in the games.

True. Personally I suggest someone comes to help recruit from Beyond the Lampshade. I am not the best in social skills so you may prove yourself good recruiters.
Promotions is required! We need to expand!
A merge with NES would be a option to consider. Post count would ensure we are less spammy and more accessable to memberships.

or maybe doing a basic game to get more people interested? that's how i got interested in the first place. its nice and simple and doesn't involve thinking. too much.

We need members to allow more games and diversity is good, including simple and complex games set. Of course complex does not mean depth. By note I think we need to set ourselfs in glory via balance. I like RP style IOTs that are simple to understand but is deep to dig in, especilly with those that have importance of RP.

I think rather than lots of games we need to go back to the old idea of the numbered IOTs and just have one that the whole community can focus on. Nominate a GM like Nedim (only using him as an example as he generally runs successful IOTs) and have a numbered IOT that everyone participates in. Have it simple rules like IOT7 and try to cut down as much as possible on games outside of that one IOT.
I think that that's the best way to rejuvenate interest in the IOTs.
