Now, as for the rules, I was going to explode about how complex it was and how it would be needed to be toned down, until I read the last line.
Multiple GM's (this is basically the cabinet rule, right?) is a great idea, especially considering how much more complex this game will be now.

I'd just like to talk about the Cabinet system for a moment. IMO we should have at least three GMs, to oversee the game.
- One to oversee the economic and technology aspect of the game. (I'll volunteer for this)
- One to look after land claims, diplomatic actions and such, and update the map.
- One to look after combat.
We may actually have to have several GMs looking after combat if things gets too ugly. Maybe one for the nations in the Americas, one for Europe and one for Africa and Asia (for instance).
To enable communication, maybe set up an IOT GM group page accessible only to GMs.
Each GM would post a summary of the previous turn's actions in the main IOT group page. Someone ("the First GM") should have executive powers, responsible for collecting the more crucial stats and the map from the other GMs and updating the front page of the thread daily. The First GM would also be the one doing the disciplining, warning and banning people from the game.
