As the year 1900 dawns, Europe has enjoyed almost a century of peace after Napoleon's final defeat at Waterloo. The carefully crafted balance of power, carefully crafted at the Congress of Vienna, is falling apart. The Prussian king has unified all of Germany except Austria, and in the process has become an unrivalled land power. The United Kingdom, ever vulnerable to maritime invasion, will have her policy of "splendid isolation" put to the test by the ever-stregthening German navy. Once-mighty France, fearing a repeat of 1871, has turned to the giant in the east, Russia. The ancient Habsburg dynasty is quickly declining, their polyglot empire badly frayed after a century of nationalism. To their west, a newly-united Italian state seeks to acquire the Italian lands of South Tyrol and Istria. Further south, nationalism has been even less kind to the Ottoman Sultans in Constantinople, who face a host of new enemies, all hungering for more of their European lans, to their north. As great powers rival each other for military and diplomatic supremacy, they teeter on the brink of another war...
