Looking back on this forum post, I wonder: how would a paper-based version of IOT work? I presume that it would work in some way like a cross between Diplomacy and Iron and Blood, but how would things like combat resolution and economies work?

I have time, so I was thinking of making an IOT because the forum looks thin. Nothing extra, remember teh IOT ideology wars, one of my first IOTs, well it used unit sprites as stationed and moving armys, so if you guys have the time, post your approval and I'll post the rules.
