The Free Republic of St Louis

Government: Mercantile Republic. The republic is run by the St Louis Council. The Upper Council is in charge of most critical decisions in the republic (as well as the day to day affairs of the city of St Louis proper), and its members are chosen mainly from the merchants and businessmen of St Louis. The Lower Council serves as a balance to the Upper Council, protecting the interests of the civil populace and the areas outside of St Louis. A council member from the Upper Council is chosen to be the chief executor for the republic.

Social Policy: Rather liberal in the classical sense. people are mostly free to live their lives as they see fit, so long as they are not obstructive to the rest of society. A small public welfare program exists, in addition to private charities.
Fiscal Policy: A flat tax is implemented throughout the republic for all citizens. Businesses within the St Louis area usually pay a lower tax rate. The republic follows a free market policy, with the exception of the few key industries (electricity, water management, medical supplies, ect...) that are needed for the survival of the republic.
Trade Policy: Free Trade. A small amount of government intervention exists, primarily to ensure that certain key industries necessarily for the republic's survival are kept afloat.
Currency: The St Louis dollar (nicknamed "Archies", based on the Gateway Arch which graces the front of the dollar coin)
Foriegn Policy: The foreign policy of the Free Republic of St Louis is complex. Usually, the republic takes an isolationist stance towards most conflict. However, it will intervene to protect its trade interests, especially against unorganized raiders and warlords.
History: When the United States fell, all interstate commerce fell with it. With no one to maintain the infrastructure, trade was simply impossible to implement using the old means. Thus, the waterways of America became the new trade routes for the various states that arose from the ashes. The city of St Louis was lucky enough to be positioned along the mighty Mississippi River, thus making it a trade hub for much of the region. The merchants and businessmen who profited from this trade managed to set up an effective government over the area, knowing that they would need o work collectively to ensure their survival.
