CLARIFICATION: You need the specified amount of units PER TRADE AGREEMENT. So if you're trading with two nations via border at tech 1, you need at least 10 regiments to trade with both. However, each side in a trade agreement does not need 5 regiments each. Only 5 regiments total, between the two powers, must be present. If a nation has land tech 2 and is trading with another with tech 1, 10 regiments must be present, again from either side collectively.

I need a clarification on this clarification

Er, In a trade agreement you and the partner need to collectively assign 5 regiments to trade, if the highest tech level between you two is 1. Goes up to 10 at 2, 15 at 3, etc...

Units assigned to trading cannot attack nor occupy, only defend.

There! Now I am afraid this transmission clearance will not last but listen carefully: in the name of maintaining order the PSA feels that we should join forces in a Pact of Co-Operation that could ensure we restore order to the now divided United States. We need to ensure security at the maximum before the agents of chaos and the petty states being set up do not interfere with the cause of stability. PSA Report on the Matter of Restoring Order

Securing order requires the additional support. Well the Black Flag Army has a possibility of receiving our transmission; a alliance cannot be set without the additional access to them for economic development and the hope us having the chance of commencing “forceful persuasion” as a tool of proper management. Hope of restoring order to the United States... whether it is linking with Washington DC or by commencing a more efficient route via the Police States... requires our access to other players in this game of restoration. This game is a game of thrones: you either win or die. There can be no apathy, no neutrals, and no pacifists: order can only be restored by the reunion of the USA... once again either as linked with the old government or via the more efficient route as the PSA. Restoring of order can only come if ones with order... like us... are the ones that win the game. We will ensure therefore a new directive: set a message to other players of (authoritarian) order of the possibilities of setting a new powerful alliance that could ensure order that the maximum. Such alliance will be known as the Order of Restoration. We will hope we can link such alliance with Washington DC but this requires their part in seeing our importance in the order game. They will see it... or we will force them to see it before we punish them for their failures and take the throne of government as our own. Order at the maximum!

Could you clarify this bit of the claiming rules?

Claiming requires that at least 1 and at most 5 regiments move to the territory un-aggressively. Each actual claim costs 20% of your total income, but occupying territories costs nothing.
