Two major things happened in France. Parliament passed the War Powers Act, temporarily giving Napoleon III virtually unlimited political power.

However, perhaps more significant was the usage of aircraft in the battle over Germany. For the first time, the French army attempted to use aircraft to discover German movements, among other things. Most attempts were unsuccessful, but significant gains in design were made, and it is likely that soon aircraft will have a standard place in the French Armed Forces.
