Teheran, Kabul and Shiraz is considered holy muslime territory. If you really think you need territory here, take Kabul. But nothing more.

Humanitarian Aid Mission to Iran and Afghanistan:
The Soviet Union will not be threatened by the Arab League. We have done more than enough to help support your war against Israel to liberate Palestine. Do not make us change our policies as we would be more than pleased to support the Israeli kibbutz, a fine example of a democratic communism that could be an example for the world. Our oil fields in the Caucasus will be fine in case you attempt to cut us off. Furthermore, you have NO JURISDICTION in Iran and Afghanistan. Iranians and Afghans ARE NOT Arabs. The shah has oppressed the people under hsi rule and a humanitarian mission into Iran will liberate these people. In exchange for the United States and NATO's non-interference in a humanitarian mission to Iran, the Soviet Union is willing to give the United States, NATO and her other allies in the pacific free reign in the Vietnam conflic. The USSR will cut off all ties with Vietnam, if our mission to Iran is allowed to materialize. This mission will be temporary to establish a new government in the country that will work to improve the lives of its people. We are willing ot allow United Nations inspectors into Iran once the Shah's government is removed to help in the restoration of a new government. Interference from the Arab League will not be tolerated. The Soviet Union understands your desaire to have Iran as a member of the Arab League, and we shall give the Iranians the opportunity to join if they wish once we help the people there.

The west may have free reign in Vietnam in exchange for this small matter - the allowance of Soviet forces to help Iran and Afghanistan without interference. SEATO's oil supplies in South East Asia and neutral Venezuela's oil supplies will be more than enough to keep your oil coming. The Soivet Union will not escalate the Iran-Afghanistan conflict into nuclear war unless we are forced to and as a result Soviet forces in the region have been sent to Def-con 4. If the Arab League attempts at all any incursions into Iran or Afghanistan or if she attacks ANY Soviet units, this will be seen as an act of aggression against the Soivet Union.

I agree not to interfere in your invasion of Iran and Afganistan in exchange for the cuuting of ties by the USSR with Viet-Nam. I urge the USA to do the same. To maintain peace in the region and avoid further bloddy conflict. Futhermore as per our agreement we will not expand through Europe.

The Soviet proposal for limiting the Vietnam Conflict:
Since the image does not work, I'll describe my proposal. I propose that the war in Vietnam be limited to conventional weaponry (no nuclear weapons). The only cities to be involved n the fighting should be Hanoi, Hue and Saigon. Both the North Vietnamese, aided by China, and the Americans can use naval vessels to combat each other.

The attack on Iran began with air raids and missle attacks against the city of Teheran. A Soviet armor division struck Iranian infantry untis within the city. The city's aur defences, including a fighter division and Iranian stingers. Soviet fighters are flying over the railroad connecting Iraq and Iran to prevent the Arab League from attacking Iran. If these or any other Soviet divisions are attacked, ti will be seen as an act of war by the Arab LEague against the Soviet Union.
The diplomat near Hamburg was trying to investigate the city and see what's in it. He shall be removed. The Soviet Union requests the removal of NATO infantry that are jsut eat of Berlin and we request that the NATO controlled airfield in East Germany, just northeast of Berlin be clreared. This airfield is clearly part of East Germany, not of West Germany.

I agree that the Vietnam Conflict should be limited to only the cities of Hanoi, Hue, and Saigon and that the naval war is also agreed upon, I will do my turn now.
