Humanitarian Aid Mission to Iran and Afghanistan:
The Soviet Union will not be threatened by the Arab League. We have done more than enough to help support your war against Israel to liberate Palestine. Do not make us change our policies as we would be more than pleased to support the Israeli kibbutz, a fine example of a democratic communism that could be an example for the world. Our oil fields in the Caucasus will be fine in case you attempt to cut us off. Furthermore, you have NO JURISDICTION in Iran and Afghanistan. Iranians and Afghans ARE NOT Arabs. The shah has oppressed the people under hsi rule and a humanitarian mission into Iran will liberate these people. In exchange for the United States and NATO's non-interference in a humanitarian mission to Iran, the Soviet Union is willing to give the United States, NATO and her other allies in the pacific free reign in the Vietnam conflic. The USSR will cut off all ties with Vietnam, if our mission to Iran is allowed to materialize. This mission will be temporary to establish a new government in the country that will work to improve the lives of its people. We are willing ot allow United Nations inspectors into Iran once the Shah's government is removed to help in the restoration of a new government. Interference from the Arab League will not be tolerated. The Soviet Union understands your desaire to have Iran as a member of the Arab League, and we shall give the Iranians the opportunity to join if they wish once we help the people there.
The Soviet Union is willing to cooperate in this matter, however the Arab League's attempts at bullying us will not be tolerated. The west may have free reign in Vietnam in exchange for this small matter - the allowance of Soviet forces to help Iran and Afghanistan without interference. We are willing to pay the Arab League some compensation for this matter. We will also allow Islam to be freely practiced in all parts of Iran. The Soviet Union is not your enemy, but rather only hoping to improve the quality of life for all the people of the world. Attempting to threaten us is a slap in the face.
The Arab threats using oil should not be listened to be NATO nor by the United States. SEATO's oil supplies in South East Asia and neutral Venezuela's oil supplies will be more than enough to keep your oil coming. We are also willing to send the Shah back to the United States once he is captured. We suggest limits for the Vietnam conflict as to not escalate it into a nuclear armageddon. The Soivet Union will not escalate the Iran-Afghanistan conflict into nuclear war unless we are forced to and as a result Soviet forces in the region have been sent to Def-con 4. If the Arab League attempts at all any incursions into Iran or Afghanistan or if she attacks ANY Soviet units, this will be seen as an act of aggression against the Soivet Union.
We wish to continue in the spirit of cooperation and friendship with our Arab neighbours that we have always had and we wish for peace and that is why we are doing what we are doing. Iran and Afghanistan will both have the opportunity to join the Arab League, which may I remind you is the Arab League not the Muslim League once a better regime has been set up there. In exchange for western support on this matter, the Soviet Union will allow the United States, NATO and her other allies in the pacific free reign as for how to solve the Vietnam conflict, though we strongly urge against a nuclear attack on Hanoi or other important Vietnamese cities. We are not your enemies, but rather partners in the building of a new world. Your attack in Vietnam has been an attempt to continue to wave the French Imperialistic flag over former French Indo-China and though we do not support imperialism, we see your actions to create a new regime for the people as a valiant effort, just as your effort to create a government that supports the people in Iran is a valiant one.
The Union of Soviet Socialist Republics awaits your response and we hope to resolve this matter like civilized human beings, without having to deal with these childish threats from the Arab world.
