I have yet to see silly diplomacy offers that others report. I am getting fair ones from friendlies and not attractive, but still not ridiculous ones, from those with whom I have strained relations. I have been offered some relics or writings but the prices seemed fair to me. I play on King or Emperor most of the time with no diplomacy mods.
I was a beta tester for Civ IV and all of its expansions. The stuff that we are seeing is an indication their testing consists of playing the game to see if they get the desired results for the changes they made. I doubt they have played through a full game prior to releasing any of the DLC. I don't blame Firaxis, they are only doing what they are allowed to do by 2K. The worse thing to happen to the Civilization franchise has been its acquisition by 2K.
They release hotfixes faster, but still leave in significant bugs for years/4+ DLC, so I think a conclusion that they're ultimately comparable is fair.
I doubt they'll release anything until the next over-priced piece of dlc is ready. In the meantime, I won't be playing. Don't get me wrong, I'm sure they'll fix it within a couple of months, but I already have plenty of other games to play, and why invest the time in something that is broken and will be addressed later on anyway.
