OK people, I am still alive and I am back. Ya'll managed to keep it alive untill now and thank you for that. I will probably do 1 extra update over the break since I will be in North Carolina (freaking hill-billy country) for a few days. My break is also probably different than yours. I get off next week and have the week after that, while the public schools at least around hear are off three weeks from now and two weeks from now rather than next week and two weeks from now. OK, now for Finmaster:
@Finmaster: The reason I postponed it a whole week is that I simply will NOT have time to update in the middle of the week. The reason I chose early Friday evening as the deadline is that is about when I get home from the weekly family dinner and my weekend starts. I don;t know how it is over in Finnland, but over here, the private schools at least, give a ton of homework, they consider education to be just as much an indipendent effort as a, well, dependent effort.

Nation Background: The southern most nation in China, it faces many of the same problems as its northernmost brethren. Constant attacks by the Yue are always problematic, but not to the extent of the Manchu attacks in the north. The southerners also have another advantage, rice. While more labor intensive, it is more productive and feeds more people per square acre and per calorie invested. While the youngest of all of the Chinese states, it also has the brightest possible future.

Thanks Fin. Yah, public schools here are, how do I say this politely, no good? Private schools on the other hand beet the *fill in the blank* out of you. Frankly, I think America could learn a thing or two from our European brethren about the welfare state. Anywho, I'm glad to see that the "civilized" nations of China won't be the ones at each others throats. Now, how do I explain away the union of Mongol tribes a few millenia before it actually happened?

Airell, ruler and king of the state of Massilia paced the floor in his small councilchamber. Seated in front of him was his small council whom he had called to him for an extraordinary session.

Sitting around a large table was Cedric, leader of the Celts from the Po Valley, Kentigern who commanded the forces of the nation, Kunagnos, his primary advisor, Hiram, the minister of Coin, admiral Maharbaal and Kanmi representing the traders of Massilia.

Looking each of them in the eye he prepared to tell them of his plans. Plans that could change the future of Massilia drastically.

"Friends, you have been summoned here today to hear of my vision for the future of Massilia. More than half of our population is now Celtic. I myself has Celtic blood in my veins and half of you are also Celts. We have lived together in peace now since old King Tyrandis gave citizenship to all in our lands. We have prospered from this peace. More, borderskirmishes with the Gallic and Iberian Celts have fallen drastically lately as they are slowly coming to trust us. Even if they do think us weak compared to them.

Now, wars has erupted in our part of the world. Our neighbours from Rome and our brethren in Carthage are fighting eachother. As you know we have elected to remain neutral in this conflict. We are basically a peaceful nation and we would be hardpressed against either of those two should they attack us, though I had no doubts we would be victorious. They are not why I have called you though.

I think the time is right to open up new negotiations with our neighbours to the west and southwest. I believe we should offer them citizenship again if they choose to join with us. So far they have always refused as they treasure their independence. We have also tried offering them seats on this council, but that wasn't to their satisfaction either.

Now, I'm not as young as I used to be and as you know I have no children. I have been thinking on this. I don't have a successor and I doubt I will have one. My line will die with me. To ensure the best in the future for my people and to prevent that Celts and Phonicians will fight eachother over who will rule I think it best to ensure that the two peoples will rule together.

To this end I propose we set up a senate to rule over all. The senate should consist of men from all over our lands and rule to the benefit and betterment of the people. A select group of men with the skills should be granted the title of senator. These will be responsible for diplomacy with other nations, setting laws and policies and appoint officials. We will base this ruling body here in Massilia. To make sure that the decisions of the senate is carried out Governors should be appointed to the provinces.

So, a senate of men from all over over nation to decide together what is best for the people. Chosen from among the people! A governors in the provinces. This way we can prevent one man from gaining too much power and all groups in our proud nation will have some influence. I strongly believe this is the way to go for us and with your backing I want us to start preparing for it already so that I can die knowing my people are in capable hands.

Oh, and I mentioned our Celtic neighbours. We should invite them to join our nation again. Let one of their own govern their lands as provincial governor and let them choose men for the senate so that they will feel as equals with us. This could give us the strenght to both keep out of future conflicts between Rome and Carthage and also secure internal stability. What say you?"

Hours later
Eventually all agreed that it might work. Initially groups urged the king to adopt a strong youth as new leader but disagreement as to whom it should be made the King stand even more firm on his idea and in the end the council consented.

Within days riders were dispatched to neighbouring lands to invite them to join in the new Massilian Republic which would be instated soon. Traders got orders for materials needed and architechts started competing for the honour to build the new senate.

This could indeed be the beginning of a new era of peace and unity.

Welfare state wouldnt work in America...it hardly even works in Europe.

But I agree, some schools just plain SUCK. I thought mine was bad but...yea, Ive heard stories I tell ye.

Lurker's comment: Have a dumb Lu official kill some very important Steppe Tribe leaders as they come under the white flag. The steppe nomads are fanatics about honor and etc and the combined outrage could form a temporary Grand Alliance to "punish" the Lu.
