You could be sadistic with NPCs. That's what I do.

I mean, players are too satisfied with the status quo. If you send in a NPC, you can ensure the destruction of the current world order, and thus bring about a new age of chaos. It's not like you have to be completely evil with them, but if you use them to change things around, it's hardly objectionable.
