Lord Roddy had spent two years touring the country and meeting with local leaders and giving public speaches, convincing the nation that the army needed to be substantiously increased. In most cases his speeches were a success, the people seemed willing to join the army. Some men, finding out that the army was actively recruiting, headed right off to join. There were a few places, mostly in the nation's interior, that didnt see the point of a nation having a large army, but then again, they had not been under the constant threat of invasion by an agressive neighbor for many generations.
The long absense from home had made him weary. He was tired of the road, he was tired or the impersonal feasts, he was tired of convincing people that they should be willing to kill and die for their country, but most of all he was tired of not having anyone intelligent to talk to.
During his travels Lord Roddy was surprised at the dim wittedness of his country men. He could understand the peasants not being educated, but when the governors of cities could barely do simple math and had not even bothered with knowing the history of their own cities, that was too much. It was time for a change.
Upon his return, after spending a quite week with his family, Lord Roddy called the Council of Leaders together. These were the representatives of the various Cities, Towns and Regions of the nation that lived in the capitol. The gathering was expected, the Council would hear Lord Roddy's report of his success in gathering support for increasing the army. Instead they were treated to a speach starting with:
"Council Members, Leaders of the Great Nation of Roddynia, we have Failed our country. Under our guidence, our beloved nation has turned into an uneducated, dim-whited mob. If we do not act fast, we will be remembered by our descendents as the dumbest generation of Roddynia."
He then went on to lay out a plan to gather the most educated members of Roddynia and set up a School in Moscow that would train teachers to go out into the nation and set up schools in the various Cities and Towns. The construction of both the Moscow Teacher School and the various schools throughout the nation would take great government resourses, but after the shock of the start of his speech, most of the Council members agreed that it was worth it.
