A massive movement of "Male Rights" within the Russian people has wreaked havoc with the government of the Female Council. The movement is strongest in the Village of Kursk, which has grown as large as Moscow is and is contesting Moscow's rule over it. The explorers have found a large body of salt water. A new settlement is planned on the shores. The Female Council seems unable to control a nation as vast as what Russia has become. When a large group of people left Moscow in search of a "fairer" home, the Council was forced to admit defeat and 'allowed' a change in government.
The new Order of Chiefs would make the desisions that impacted the whole nation, while individual vilages would operate under whatever system they thought fit them best. The Order of Chiefs would be made up of 2 people from every village (1 man and 1 woman) and 1 representative from every Exploring Party (EP). The new village on the shores of "The Great Sea", even though it was not yet close to being a fully functioning village was given full share in the Order. Those that had fled Moscow were also recognized as an Exloring Party. So the First Meeting of the Order of Chiefs was a meeting of 9 leaders of Russia.
The First Meeting of the Order of Chiefs mostly dealt with the organization of the Order. For the first time in Russian history, the men had a bigger say in the future as there were 5 Men and only 4 Women in the Order. It seems the Female Coucil had miscalculated, they had assumed that the EPs would send women to the Order, but the Kirsk Explorers and the group that just left Moscow both sent Men.
The Order quickly decided that while the general rule of "everyone contributes" was a good one, some Russians should be exempt from the responsibilities of Hunting, Gathering, Building and all the other day to day jobs needed in the Villages. The Chiefs themselves ofcourse were needed to spend thier time in Ruling Russia, not hunting. So they were all exempt from day to day work. Also the council gave themselves the right to appoint other people who would have jobs outside the "Standard Jobs of Survival".
The first of these "specialists" would be Teachers. The most leaned people of Russia would spend thier valuable time teaching the young everything from common speach to things like hut building and herb lore. There was to be one Teacher for every Order Chief (ie 2 per village and 1 per EP)
The second "specialist" was the Storyteller, who's main role would be as preservers of Russian History. Russians with the best memories and immaginations would be the ones honored with this position. Like Teachers, there would be a Storyteller for every Chief of the Order.
