This is true, but it's just the fact that you could remove his head and replace it with another and he could easily work as any number of different European medieval leaders. Don't some people who know more about this than I do say his armour is anachronistic? Perhaps if he'd been given a tabard + mail combo like Robert they could have given his outfit a bit more flavour

How can you see his "back muscles"? There are definitely leaders who look even worse than Civ6's Shaka. He doesn't deserve to be eliminated this early.

I might target Gilgamesh (for not looking like a Sumerian King and more like Marvel's Hercules, also too Akkadian/Assyrian), Pericles (skinny arms, inaccurate helmet, more like a Greek philosopher), and Qin Shi Huang (bloated toad look, and caring about wonders, a Chinese Emperor wouldn't give a damn about the non-Chinese wonders, remember China is still called Zhongguo "Middle Kingdom", nothing outside it matters) soon. I also dislike the look of Saladin (his clothing could fit any Medieval Arab Caliph, skin is kinda too dark and nose exaggerated), Jayavarman VII (completely bald, his design is lacking somehow, also this guy was a military leader), Cleopatra (fantasy Egyptian look, and giraffe neck with oversize bosom) Pedro II (Wallace and Gromit look), and Philip II (doesn't remind me of portraits of the actual King, his tantrums while amusing to watch, don't fit his historical personality). Still undecided about downvoting Gorgo (I dislike her more for being chosen as a leader than her in-game design).

Shi Huangdi is horrible, looks like some freakin Pixar movie ogre and seriously stands out among less cartoonish remaining characters.

Hojo Tokimune is wonderful. He manages to not look like stereotypical shogun samurai while retaining total badassery.
