The difference is that Gorgo's is much less jarring immersively. It's not Tomy's fault that the Dev's put a in a work around to surprise wars, by making any joint war "not a surprise war" Never mind that the target is still very surprised! But it makes Tomy all the harder to deal with when you have been faithful to your word with her.

Seondeok - 20 + 1 = 21 (Excellent crown, reasonably good delivery by voice actress, and a nicely tied together theme around the Heavens, which has the dual purpose of alluding to her observatory and the importance of star-reading during the Three Kingdoms period (Per BBC's History of the World in 100 Objects, Seondeok's Silla Kingdom was a hub of mathematics and astronomy), and it alludes to her religious focus (historically) somewhat. Not all her animations are good but her positive and negative agenda reactions are quite nice.)
